"The nucleus of the kingdom was an area comprising the present day counties of Mawokota, Busiro and Kyadondo. Later on it incorporated parts of Butambala, Busujju, Bulemezi and Ssingo"(G. K. Kahangi, History of East Africa 2003.
You can see that Buganda started with three counties.
