Can Muntu prove diversion of defence funds?

I was recently watching NTV news and saw Gen Mugisha Muntu making a serious allegation about the budgetary allocation to the department of defence. He alleged that a portion of this money would be diverted by government into a `slush fund' for political activities. This is an allegation that he cannot/should prove!

I think Gen Muntu should at least portray some discipline, which was instilled in him when he was in the army, and apologise to Ugandans. Among other responsibilities, Gen Muntu became head of military intelligence after the NRA victory in 1986 and later served as Army Commander in (1989-1998). He also was Division Commander in Northern Uganda.

He failed to defeat Joseph Kony, leader of the Lord's Resistance Army. Yet in a period of more than 10 years, money was injected for the search of Kony. As an army commander of that time, where did that money go?

As a commander in the army, he is accused of creating schism, showing preferential treatment to the educated officers while side-lining those he considered uneducated.

PerhapsMuntu should first resolve the factional issues threatening to tear his party apart, than circulate false information about government.
