Preliminary response to Dr. Duncan Kafeero's presentation on radio munansi English program.
I want to thank Dr Duncan Kafeero for stating that Buganda will not secede from the rest of Buganda. I would have been happier if he had stated that cessation will not happen under any circumstances. By leaving this phrase out, he has left room for revisiting this concern.
He completely dodged the question of throwing out of Buganda westerners especially Banyankole. Matia Lubega asked him a direct question about Banyankole in particular. Kafeero only talked about illegal immigrants and those in the armed forces supporting the regime. Consequently he did not answer the question that was asked.
On the land issue he was vague as anybody could be. He stated that it's a big challenge and he will do what he can. This clearly indicates that he has no answer for this question, giving the impression he wasn't aware it was coming.
On the issue of youth joblessness which is a burning issue where over 80% of the youth are unemployed, he said categorically that this issue would be addressed in the long term by political parties. Yet he said he would be in power for only 36 months which is three years. Therefore he has no plans to address unemployment during his term in office.
We all know that leaders come to power with promises. Museveni said he was going to be there for 4 years until 1990. What guarantees do we have that Kafeero will not follow suit.
On the constitution of 1995 Kafeero contradicted himself. He said he will throw out some sections but in the last sentence on this issue he said that the constitution will be thrown out entirely. While we recognize that the constitution is a living document and from time to time it can be amended, but suggestion the srapping of the entire constitution is unfortunate because many sections are good.
Kafeero also indicated for the first time that his organization has structures but these are not for public consumption. But one of his structures took a decision recently and terminated my service on radio munansi without telling me why or giving me an opportunity to give my side of the story. This is strictly dictatorial behavior and I would like him to inform listeners why that decision was taken and especially without informing me about the termination.
I got the impression that Kafero entertains double standards on radio munansi. Listeners quizzed me more than four times on every aspect of my life and I responsed. Yesterday I raised issues and forwarded them to Kafeero through Billie Lukandamanda but Kafeero has not answered them today. I request that he should answer them all for public consumption.
We would also like him to explain why a radio station that started off with national coverage has been reduced to a regional station. I wonder how Kafeero expects other Ugandans to believe that this is a radio station meant to serve national purposes.
Kafeero also gave the indication, on talking about other armed organization, that he wants to bring them under his control. This is what happened in Los Angeles when Ugandans to the rescue wanted to absorb UDU and when this failed Ugandans to the rescue detached itself. The impression we get is that Kafeero is not ready to work with others on equal terms. He wants to be a senior partner with a veto on suggestions of others that he doesn't like.
Another element that came up is that he wants to organize the government after he has taken power and for somebody who plans to stay in power for only 36 months, he will not be able to accomplish much and he will therefore at the end of the 36 months will ask for extension to finish his program and this will end up like what Museveni has done. He also implied that he will be learning on the job meaning that after 36 months he will tell Ugandans that he has now accumulated experience that he wants to use to speed up the recovery process.
All in all his answers left many gaps indicating that perhaps he has not had sufficient time to focus on non-military issues. And that will be a serious shortcoming especially when we don't know when Museveni's government will exit.
Also Kafeero did not talk about a transitional government led by a presidential team (idea that have caught on very well) one of the questions I raised and forwarded to him through one of his staff on radio munansi.
We hope he will consider these concerns and respond.
