{UAH} Response to Kwesiga: Update on UNAA Finances
Brian,
1. In my language, you are saying about Dallas finances is called "kupalapalanya" (trying to shift goal posts) and "kweyigaanya" (finger pointing)! You are the president: the buck stops with you (isn't this the argument your campaign repeatedly made against Francis Senoga?). You chose your team and you are responsible for their competence and performance. You are the one that chose the "Director of Finance". If she was too busy, she shouldn't have taken on the responsibility and YOU shouldn't have chosen her. You promised to reveal this information a long time ago.
2. According to the IRS, a tax year is usually 12 consecutive months. There are two kinds of tax years:
- Calendar Tax Year: This is a period of 12 consecutive months beginning January 1 and ending December 31; or
- Fiscal Tax Year: This is a period of 12 consecutive months ending on the last day of any month except December.
Since UNAA has been asking for tax extensions in August of every year, I am assuming that the tax period for UNAA ends on August 31. If I am correct, the 2012 taxes fell under the previous administration...but you were one of the leaders (Council member) and it seems you were listed as such. So the question is, as a Council member, did you get and approve the 2012 returns?
3. you introduce the matter of the former Treasurer Moses Bukenya. I was going to ask you for an update on that one under a different email so that I don't confuse the readers. It is my understanding that
a. Mr Bukenya has not paid us any money,
b. UNAA has not taken any action against him,
c. there is a proposal for him to start paying back the money he took without any consequences (i.e UNAA would effectively have given him an interest free loan). Is any of this correct?
thanks

Subject: {UAH} Update on UNAA Finances
Hi Joseph,
1) We were elected September 1 2013; Taxes were filed November 15 2013
2) My Executive Committee did not see the tax reruns until December 2013 when we refused to pay a bill ($3,000) which was presented by Mr. Jude Ssempungu. The answer to both your questions is 'NO'. Neither myself nor the rest of my Executive Committee either saw the returns or approved them.
As Chairman of the Local Organizing Committee; I had no access to UNAA's finances, or it's financial records.
As President, and Ex-Officio member of the UNAABOT, I have not been invited to BOT meetings in a while. So consider contacting the BOT Chairman or Secretary with regards UNAA Philadelphia Financials, or the update on our former Treasurer.
The Executive Committee got tired of waiting for the BOT to give an Account of the former Treasurers status and we went ahead and empowered the Director of Finance to produce a report. We would have preferred to move in tandem as a leadership team; but preparing reports is within the Executive Committee's constitutional responsibilities.
Since I was not involved with the Finances in Dallas, but put in a significant sweat in recruiting members and encouraging convention registrations, I am interested in knowing the financial details.
As soon as the Director of Finance tells me they are ready, you will the first to know. We have to make sure each dollar is accounted for; where it is not, and the outgoing leadership can not account for it; we shall let you the members know, one way or the other.

Subject: Update on UNAA Finances
1. Ten months after the Dallas convention, Brian has not revealed the details of UNAA income and how his team spent that money. i.e Brian was the chairman of the local organizing committee, he is a member of the Board of Trustees, he is the President of UNAA and he promised to show those numbers.2. Several people in the Wilson/Brain camp (Moses Nekyon, Rosette Serwanga, Tim Gaburungyi and Brain Kwesiga) have challenged the correctness of the 2012 UNAA tax returns.3. The Part VI, Sec B of the 2012 tax returns has this relevant question:11a. has the organization provided a complete copy of this form 990 to all members of its governing body before filing this form 990?The answer to this question was "YES".4. Brenda Kalema signed the tax return, under penalty of perjury, that she had examined it and to her knowledge, the information provided is correct.5. The IRS requires a full list of ALL leaders of UNAA (see Part VII, 1a). Though several people in the Wilson/Kwesiga camp (Wilson, Serwanga, Gaburungyi and Nairuba) are missing from the list, Brian is listed.6. Did Brian get a complete copy of the tax return?7. Did Brian approve the tax 2012 tax return?8. if Brian's answer to the above questions is "NO", Brian should CLEARLY state so.thanksFor a faster response please contact me at 415.789.6427Click here to Reserve your Room for UNAA San Diego at the Hyatt Regency La Jolla.
