....This Invitation for Bids follows the General Procurement Notice for this Project that appeared on- line in the UN Development Business of 16th February 2011.

The Republic of Uganda has received a credit from the International Development Association towards the cost of the Uganda Health Systems Strengthening Project (UHSSP), and it intends to apply part of the proceeds of this credit to payments under the contract for construction of Pit Latrines at the selected Health Facilities....

A whole country seeks international monetary assistance to not only dig pit latrines, but dig pit latrines at Health Facilities?  Am I reading correctly?
