The example was just to show you he kind of questions one would have to ask...but they all require a look at the minutes, the backup  information that Consesa provided to the accountant to prepare for the 2012 tax returns and the 2013 tax returns. I sincerely don't see how one gets around that...minutes, backup info and 2013 tax returns.
It is ,my understanding that Consesa got the backup info for the 2013 tax returns from Mr Moses Bukenya, Ms Henrietta Nairuba and Mr Moses Wilson. 
According  to UNAA's constitution, if a member wants information from UNAA, the member has to contact the Secretary.  The current Secretary is Ms Aisha Musoke Ogwang.
According to the tax returns, the contact person for the backup information is Consesa and the address provided is in Minnesota yet Consesa lives in California.  In addition, it is my understanding that Consesa is no longer a UNAA member. So the questions have to go UNAA's constitutionally designated contact person: the Secretary Aisha Ogwang.

You say that the 2012 tax returns provide answers and leads...which answers and what leads? I my view, the tax returns gave vague descriptions of the reasons for the "loans".
Here is how minutes can matter: Supposing UNAA President Joseph Kamugisha came to Treasurer Ben Nyende and said that last week, Kamugisha'd run into a Chris Kayoshe and Kayoshe told Kamugisha that UNAA owed Kayoshe $100 for unknown services. So Kamugisha decided to give the $100 to Kayoshe on the belief that UNAA would pay back $110 (the $10 is interes)t and now Kamugisha wants Nyende to issue a refund by July 10th, 2014.
1. there was no prior approval
2. there is no subsequent approval
3. there is no backup info to prove the services that Kayoshe performed
4. there is no proof of the debt to Kayoshe
4. there is no receipt to prove the payment to Kayoshe
5. etc
