It is better to enter into a deal with the person whose views are known although you may not like some of them.
In Russia some aspiring leaders were afraid of Trotsky who was outspoken and favored Stalin who was quiet but potentially dangerous. As soon as he took over power Stalin showed his true colors and killed those who elected him to high office. People you think are neutral could be more dangerous once power is in their hands. Ugandans be careful how you choose the next crop of leaders. Going to church every Sunday or refusing to discuss controversial issues does not make someone a good leader. A good leader tells you what he or she wants to do and invites public comments. How many do we have in Uganda today?
