{UAH} Ugandan diplomats ordered to learn foreign languages

Here is a example why Museveni's Uganda is cheap talk.
The government is recommending that diplomats should be literate in the language of their host nations. Good idea. But what has the government done to make this learning possible?
The intrepid reporter digs a little further and discovers that about a year ago, the same ministry had brought up a similar suggestion, and even made the announcement that a Language Institute would be established for this specific mission! But nothing has happened.
This leads me to make these conclusions;
1. Either Okello Oryem doesn't know what his own ministry is doing, or
2. This ministry likes to pronounce itself on important-sounding efforts while doing pretty much nothing to implement it.
3. Alternatively, Uganda does not pay attention to language fluency of its diplomats at the time of their postings.
