This is not a mere change of guards, it is a fundamental change. If a pupil who gets 198/500 is the 5th...then how do u expect such a district to ever get a first grade? And will they even be employed as casual labourers in the oil fields???The benefits of UPE enrolling but not educating.
I realise the total was 198;& the average is 39.6%.....Absurd just,so the person who was the first in class could have got an average of like 50%
