Yesterday, Minister Richard Todwong told the press in Gulu that the NRM government wants District chairpersons of NRM also join RDCs in monitoring government programs within their districts. He says this is to find out if what is in the Party's Manifesto are being implemented by the technocrats or not ahead of the 2016 general elections.

Is this move meant to intimidate the technocrats or is it an indication that the ruing party is worried about the poor service deliveries countrywide?
