{UAH} Good Plan for Albertine Graben Region

Very good plan if it is executed with Spatial Planning and Cost reduction sensibilities. In fact there is need to develop smart villages in the region,  where I can make a lot of contribution if there is such a need.

The first thing to be put in place, I would suggest is to study how key strategic areas communicate i.e. village and town confluences in order to optimise placement of ;
 
a. Transport Nodes for efficient reach,
b. Business and Industrial centers , Utility Nodes(water, electricity, Internet,Phone lines, sewer lines , drainage) cost reduction
c. Human Settlements - 450 - 500 family homes near gardens - and fresh food markets
d. Green Areas (parks, forests, field and track play grounds and water fronts that can be developed.
e. Airports main and auxiliary
f. Schools and Hospitals at vertexes
g. Green energy generating points - each region with its own power generation.

People who were compensated to move away from villages would have moved into these small but well designed smart villages with all amenities and utilities.

There is need for a comprehensive geometrical design of transport and utility systems before upgrading urban centers in relation to rural production centers.  This calls for mapping and surveying of the entire topology. Water should flow by gravity - to develop the urban village towns as well as the rural areas proper.

Mr Byandala told the committee that the major north-south road from Kyenjojo to Kigumba (towards Gulu) needs to be urgently upgraded from gravel surface. He said the road is a critical part of the national road network which will link major urban growth centres in the Albertine such as Kyenjojo, Kagadi, Kabwoya, Hoima, Masindi, Kigumba and outlying towns of Kaiso-Tonya, Butiaba and Buliso, which is close to the oil fields.

Kampala- The government yesterday unveiled an ambitious plan for the host communities in the oil-rich Albertine region under the new Sustainable Development Project.

Through a World Bank loan, the government will invest at least $153.89 million (about Shs412.5 billion) in all the nine districts in the Albertine region.

This plan was unveiled before Parliament by state minister for Finance Aston Kajara, who reiterated government's commitment to economically transform the communities in the oil belt.
He was appearing before the Committee on National Economy together with Works minister Abraham Byandala, Education minister Jessica Alupo and Lands minister Daudi Migereko.

Under the project, $25million (about Shs67 billion) will finance skills development in the Albertine region to ensure the people there also benefit from the oil proceeds. Ms Alupo announced 600 oil bursaries for students in the region and establishment of a new petroleum institute in Nwoya District.

Ms Alupo said other petroleum institutes in Kichwamba and Kigumba will be financially supported to ensure the people get the skills required in the oil sector.

Mr Migereko, who will be in charge of physical planning, also announced a special plan to transform selected populated areas of Biso and Wanseko, Kigolobya, Kyangwali and others, into urban centres ahead of the oil production phase.

"Because of oil, we expect a multiplicity of activities and industrial growth. Anybody who wants to move to these areas must move in a well-planned area. We don't want to have slums in these areas," Mr Migereko said.

Defending the loan request, Mr Kajara told MPs the oil and gas discovery triggered population growth in the Albertine region, which calls for improved rural and regional connectivity linking producers and commercial enterprises to markets, goods and services.

"The project is designed to benefit and enhance opportunities around oil sector development, but also to support current socioeconomic conditions and create opportunities in the traditional economic sectors of the region," Mr Kajara added.

The project will be implemented over five years. The MPs welcomed the government's initiative as "a step in the right direction."
