A senior police official has spoken out on circumstances how a Deogratius Jaya, cop attached to the law enforcement body's elite Flying Squad dispatched for official duties ended up being shot in Ndeeba, a Kampala suburb.
According to the Flying Squad commandant, Herman Owomugisha, Jaya was shot alongside a one Mathias Busuulwa.
Muhammad Kiwana, a former officer in the Flying Squad, is also nursing injuries at Case Clinic. He had earlier been admitted at Mulago Referral Hospital.
What really happened?
According to Owomugisha, on Tuesday night, Godfrey Muhiirwa,a businessman in Ndeeba contacted his office, calling for help as he thought his life was in danger.
"He said a one Kiwana had intimated to him that he had been hired to kill him (businessman) by the wife over matrimonial misunderstandings and he wanted us not to arrest but kill Kiwana which I didn't agree with because we are not allowed as an institution to kill anyone," the Flying Squad Commandant explained.
"I ordered my officers to try to keep in touch with both the businessman and the suspect (Kiwana) because it was dangerous to go there at night."
Owomugisha explains that on Wednesday morning, one of his officers explained that it was a misunderstanding between the businessman and his wife involving love affairs.
Meanwhile, according to the Police Flying Squad commandant, one of his officers identified as Jaya, Kiwana (formerly with Flying Squad) and Mathias Busuulwa approached the businessman in Ndeeda at around 6:00pm on Wednesday requesting for Shs20m so that they don't execute their 'mission'.
They told Muhiirwa that they had been hired to kill him.
"Muhiirwa decided to give money to Kiwana. As the 'hired assassins' prepared to receive the money, Muhiirwa quickly pulled out a gun before gunning down Jaya and Busuulwa whereas Kiwana survived with bullet wounds in the stomach," Owomugisha explained.
"I don't know how Jaya (deceased) ended up in Ndeeba yet I had assigned him on different duty elsewhere – not even near that place. I wish I knew that Muhiirwa(businessman) had a gun but unfortunately it's too late," he noted, adding that they have confirmed that the businessman got the gun through rightful means.
Owomugisha, however, rubbished claims that Kiwana who survived with injuries, is an officer with the Police Flying Squad, stressing that he "was relieved of his duties long ago."
He noted: "I won't deny that he at one time worked with us but he was no longer our employee and by the time he had no gun."
He added, "It was not a robbery. We don't kill people but only pursue them and in any case an officer accounts for his actions. The officers' engagement should be proportional to the threat posed by the enemy."
The killings have since ignited calls from the public to do thorough screening of members of the Flying Squad who are tasked with cracking down on hardcore criminals in Kampala.
While the force's swiftness and robust response to crimes has won the hearts of Kampala dwellers, reports that members are indeed engaged in criminal acts are unsettling.
Chimpreports understands some of the confessed criminals arrested by police are rehabilitated and used as informants.
Some even participate in police operations against criminals.
However, it appears these individuals do not entirely discard their previous character traits thus using the cover of police to commit fresh crimes.
Confession
Muhirwa, a prominent motor spare parts dealer in the area says he shot three people whom he alleges were trying to rob him of his money.
He admitted that he shot the three before he was arrested and taken to Kibuye Police Station on Wednesday night where he recorded a statement.
In his statement, Muhirwa said that he shot them after realising that they were armed and that they were trying to rob him.
"Earlier this year, these people informed me that they had been paid Shs30m to kill me but said that if I gave them Shs20m, it would save my life, so we agreed that I was going to give it to them yesterday but as I pulled out the money, the three turned against me and drew guns," he said.
"Muhirwa added that since they had guns, he decided to act faster and shot two of them and later shot the other who was trying to flee the scene.
Kibuye Police Station OC CID, Ben Ayebale confirmed the incident and said that investigations had kicked off.
