The Special Representative of the UN Secretary General in the DRC, Martin Kobler, advocates in the fight against the Ugandan rebels of the LRA, joint operations between the Congolese army(FARDC) , MONUSCO and the US Africom ( Command of the United States for Africa) . The information given Friday, October 10, is passed as a letter in the mail. In Kinshasa, President Kabila nor nor members of the government, nor the deputies or senators, neither the party leaders nor civil society there are no complaints. Yet we talk of Africom is to say the American military strategy in the African continent. In other words, the LRA is a goal of the Pentagon and a pretext for unilateral American military deployment on Congolese soil. Still nothing wrong? ... The way is clear!
There yet what approach it with seriousness. Indeed, in any country's political leaders and civil society would have asked at least two questions. First question: what threat posed by the LRA to justify the arrival of American troops on Congolese soil? Second question, what interest would push the United States to risk the lives of their soldiers on Congolese soil? Because he always remembered, no foreign soldier risks his life in the Congo by the Congolese people for altruism. The foreign soldiers, including peacekeepers in Congo are only to serve the interests of their country, and it can not be otherwise. These interests are diverse: salaries and other personal benefits, expertise in international missions, military intelligence, access to commodity markets, ... As such, the interests of the United States are known Congolese for at least two decades.
Adverse interests in the Congo
Indeed, by the end of the Cold War, Americans showed their vision of the Congo, and they do not hide. Seen, in particular, the adoption in July 2010 of the Act Dodd-Frank by Congress, legislation that specifically named the Congo and its ores. This is for the Americans and their allies, unfettered access to the Congo's mineral resources and orchestrating the balkanization of the Congo, a country that Washington is too large relative to the ability of its leaders to govern. An obsession with American foreign policy that threatens the integrity of many "big country" [1] . At the State Department, according to Herman Cohen, "Kivu is already part of Rwanda" [2] . In the last attack of the Rwandan army under cover of M23, in Kivu, Uganda took the opportunity to seize the Congolese Mahagi in Eastern Province. The Ugandan and Rwandan armies are for more than two decades, equipped, informed, trained and supervised by the American military to conduct recurrent attacks against the Congo, attacks responsible for the deaths of six million Congolese.
But for Americans, the regions of eastern Congo, regardless of the number of Congolese killed, should be attached to Rwanda Paul Kagame [3] and Uganda Yoweri Museveni. Meanwhile, the United States shall, at the UN in particular, that the men of Kagame and Museveni, responsible for massacres, rape and looting in eastern Congo, are continuously assured of impunity [4 ] .
The ABC of politics
These few elements are fundamental that every Congolese must constantly bear in mind when dealing with an American, especially to American officials. Which brings us back to the first question: what is the threat posed by Ugandan LRA rebels to justify the deployment in Congo units of the First military power in the world?
Remember, the Lord's Resistance Army (LRA) is a movement founded in 1986 by Joseph Kony in northern Uganda. The goal of the movement is then to establish in the country a theocratic Christian regime [5] based on the Bible and the 10 commandments of God. Known for its brutality movement [6] , the LRA has however been considerably weakened since 2005 In December 2010, the Ugandan Defence Minister Crispus Kiyonga, said his efectifs about 300 fighters scattered between north-eastern DRC , CAR and South Sudan [7] . It is therefore in there. A small group that, while dangerous, of course, account, with a ladle, 400 elements at most. In front, the Congolese army, whose numbers totaled 140,000 military [8] . It is supported by 19,539 UN peacekeepers [9]and the strong intervention of 3,069 soldiers MONUSCO brigade. So 162,608 combat-ready soldiers against 400 members of the LRA. And the 162,608 soldiers would need reinforcements from the United States Army ... well see!
While it is still early to comment on the actual motivations of Africom units on Congolese soil, it is good practice for the Congolese leaders learn not to accept 'aid' as strange coming from a foreign country American may be, the basics of any political leader. Even when the "help" is offered, apparently in good faith. After two decades of war, we imagine that the authorities of a country have learned enough to be ability to distrust all. Everything nationals are able to do, it would be absurd for a country to go for help to the other side of the world to do so. Congolese soldiers have repeatedly demonstrated, particularly in Kivu, as well paid, fed, equipped and assigned redacted moles and traitors units, they are quite able to free their people alone.
And even though the country needs a strategic partner, the American army would be for the Congo, the least reliable partner of all, far behind China, Japan and Russia would be interested to propose partnerships defense with various African countries [10] . Indeed, the United States has a rather sinister story with Congo about partnerships in defense.
Americans have stabbed us in the back: duty to remember
The story begins during World War II. The Third Reich may at any time take over the British control Europe from one end to the other and shape the course of history in the direction that is not the one we know today. Allies are struggling. Turning the tide of the war, there must be a strategic weapon. Congo proves to be the last resort at this crucial time. It will provide, through its Shinkolobwe mine, the quantities of uranium [11] necessary for the Manhattan Project where the bombs of Hiroshima and Nagasaki come out. Both bombs allowed to end World War II. By two nuclear carnage, of course, but to end the Second World War, after all. Throughout the Cold War, the Congo is the world's largest supplier of uranium, cobalt and copper Americans and other NATO allies, allowing the West to have a decisive advantage over the Soviet bloc. Americans settled on the basis of Kitona, Bas-Congo, and Kamina, Katanga. These were the "friends of the Congolese people" .
However, the fall of the Berlin Wall (1989) , Congo, then called Zaire, is a country on its knees.Mobutu had spent three decades in power basically serves American interests and the war effort of the member countries of NATO. The Congolese were legitimate to ask the Allies a mark of recognition for the role played by the country that allowed the people of the "Free World" (Europe and America) to live in peace and prosperity they have known for. It will not happen. Americans will be even worse. By the early 1990s, they put their suitcases in Kampala and Kigali. They acoquinés with Kagame and Museveni to low hands on the mineral resources of eastern Congo(mainly coltan) . They will attack the country which uranium mining and resources for the Allied victory over Nazi Germany, Japan, and later the Soviet Bloc. Mobutu believed to be their friend is going to resume his formula to be "stabbed in the back" .
In late 1996, the Congo was attacked by a Rwandan-Ugandan coalition sponsored by the American army. A war that has been going on and left on the ground more than six million Congolese. But also hundreds of thousands of Congolese women raped and infected with HIV, millions of displaced persons and refugees, whole villages wiped off the map. Irreparable damage.Congo is still struggling to recover, but it would be nice that Americans, for once, let this quiet people, surely the most martyred by the foreign policy of the United States African people [12] .
Of course, no one is able to deter them from deploying again on Congolese soil. People who show take an immediate risk. In "Congo Kabila" , the protesters are repressed by pulling the population. In Kinshasa, political leaders, for obvious reasons, do not risk themselves, either, to oppose the arrival of American soldiers. But most important is that the message is and that people are aware. The American army absolutely no one comes to the Congo in the interests of the Congolese people, quite the opposite. American leaders on the Congo, the same objectives in the medium and long term that men Kagame (M23, CNDP, RCD, ...) namely the balkanization of the Congo. Balkanization that can only be achieved at the cost of additional massacres of the Congolese people.

[1] The dismantling of "big country" is an objective of American foreign policy entirely assumed by Zbigniew Brzezinski in "The Grand Chessboard" . During the Second Congo War, orchestrated by the United States, the country was divided into three main zones of influence, but the dismantling had encountered the "national sentiment" of the Congolese coast to coast .

[4] In spite of millions of deaths in Congo, the proposed establishment of an International Criminal Tribunal for Congo disappeared from the international agenda not to obstruct the President Kagame and Museveni.
[5] The LRA is a Christian movement (or at least claims to be Christian) since its inception in 1986 has nothing to do with Islamic terrorism nebula Al Qaeda . The American military deployment in the Congo can not therefore be justified by the argument of the international struggle against Islamist terrorism.
[6] On May 20, 2013, the Secretary General of the United Nations, Ban Ki-moon presented a report that the Lord's Resistance Army killed more than 100,000 people in Central Africa over the last twenty-five years. According to the report, the LRA has carried out the removal of 60,000 to 100,000 children and the displacement of 2.5 million people.

[11] . Congo will not only provide uranium "In early 1942, after the destruction of Pearl Harbor, the Japanese had conquered large parts of Southeast Asia: Indonesia, Singapore, Malaysia and Burma.Imports from these regions to the camp of the Allies had so completely interrupted. Congo had come to assist. Again, its minerals and raw materials were much appreciated. Copper was used to make the sleeves of bullets and shells. Tungsten was necessary to anti-tank weapons. Tin and zinc fell into the composition of bronze and brass. Even vegetable products such as rubber, copal, cotton and quinine had strategic value. Palm oil was transformed into Sunlight soap, but also used in the steel industry " . David Van Reybrouck, Congo - A History , Actes Sud, 2012 , p. 213.
[12] From the assassination of Patrice Lumumba by CIA agents to Rwandan-Ugandan attacks M23, via the two Congo wars orchestrated by the CIA and the Pentagon; the massacre of opponents in Kinshasa margin chaotic 2011 elections, ... the "deleterious hand" of Americans is omnipresent whenever he comes to "knock out" the Congo and the Congolese people to slaughter.
