As I so continue to raise the violence of Acholis in our country, this series is going to tackle directly the decisions they have made in Uganda. I have spent many hours pleading and  raising concern about  the internally displaced  people in the camps in Acholi-land, the placing of people in camps so that UPDF could have free zones to operate was no doubt, a clear sign that the government's main intention was to carry out ethnic cleasing and ultimately genocide. What is shocking if not surprising is that the very people Museveni has camped, killed and  raped both men and women have chosen to ignore all this, but instead going after an individual who has nothing to do with this massacre.  Without any doubt, the Museveni-Konny war  has been recognized internationally, as a crime of grave proportion. By now, if the Acholi were honest not only to themselves but to Ugandans as well, they would have made every effort possible not only to go after Museveni but Konny as well. Both Museveni and Konny have committed  crimes against the people of Northern Uganda and both need to be charged as such. But, as usual, conveniently, Acholi have  chosen to blame only Museveni and his Tutsi friends while patting Konny on the back for a job well done. They are very comfortable blaming others for this or that crime even when there is sufficient evidence that they have committed the crime themselves. It is not long ago when camps containing displaced people became part of Acholi culture. This is what William Spindler says: "At the conflict's peak in 2005, there were 1.84 million IDPs living in 251 camps across 11 districts of Northern Uganda.{ This is a summary of what was said by UNHCR spokesperson William Spindler – to whom quoted text may be attributed – at the press briefing, on 6 January 2012, at the Palais des Nations in Geneva.}  " End quote.

 

With that back ground, I need us to fast forward to the election that happened in Uganda in 1996 under Yoweri Museveni. There were three presidential contenders namely Yoweri Museveni, Kibirige Mayanja and Paul Ssemogere, Yoweri Museveni won that presidential election. But there is a very interesting thing that happened in that election, the following people were elected in that election as well as members of parliament.  Apach  Kole county  Ogwang John; Kwania County A W Washington; Maruzi County Ebong David; Oyam County North Wacha Ben; Oyam County South Okulo Epaka Fefusa; Aswa county Ronald Reagan; Gulu Municipality Ogeng Alex Penytoo; Kilaka County Nyeko Ocula Michael; Nyowa county Oyite Simon; Omoro county Toolit Simon Akecha; Chua county Okello Okello John-Livingstone; Lamwo county Oryem Henry Okello/Onek Obaloker Hillary; Dokolo county Okot Ogong Felix; Erute county North Angiro Gutmoi Charles; South Odite John; Lira municipality Akena James Michael Jimmy; Moroto county Obua Ogwal Benson; Otuke county Atubo Omara Daniel.

 

What I have done here is to hand you a cross section of the members of parliament that were elected across the board in Acholi-land when the camps were at peak. I am also noting that as terrible Museveni's government is, he recognized that even though Acholis were fighting his government, even though they are in camps, but Uganda constitution still guarantees their right to own a representative in the people's house. Every Acholi that was camped, every Acholi that was molested, every Acholi that was raped in camps including men, Museveni left him a constitutional right to have an elected member of parliament. In all Uganda records we can access there has never been a single parliament in Uganda where a single Acholi constituency has ever failed or been denied a right to be represented. The list above might have left some here and there and I can so distribute them if required, for this is a permanent history on our country.

 

When you toll the Uganda clock backwards to the election that Acholis ran in Uganda come 1980, well let us look at it critically as well. We had four presidential candidates, namely Milton Obote, Yoweri Museveni, Paul Ssemogerere and a leader of Conservative party that keeps on running my mind. President Obote ended up winning that election. This election also had an interesting factor, you see many stand and argue that it was rigged, I refuse to take that concern for I had no way to tabulate the numbers and I simply have no facts to back the rigg case. I am going right back where we have come from when we discussed what Acholis did to West Nile, they attacked the region and killed every living thing. Thus the following constituencies did not have standing members. Arua  North;  Arua West;  Arua South West; Arua Central;  Arua South;  East Moyo; Obongi; West Moyo. A total of 8 constituents never had a life into them and Acholis denied them a right to vote in the 1980 election. Friends if there is an epidemic or a pandemic in a district, any sensible government stalls the election till when the problem is solved, yet these friends carried the election for to them Uganda was minus 8 constituencies.

 

Because 8 constituencies were shut off Uganda, and all parties failed to contest into them, UPC turned around and claimed an un-opposed president win in all of them, they continued as well and declared the following people, Ondoga Joseph, Yuma John, Bandanyanya Ronal Nathan, Asubo Markarios, Butere Anthony Logudo,  Dr. Apiliga and Moses Tako as UPC MPs elected unopposed. These are MPs that were anouncd to have won an election when they never stood in West Nile and Moyo for the place was empty. Friends election is a fundamental issue and a God given right to every Ugandan protected by the constitution of Uganda. Denying a right to 8 constituencies to elect representatives is a human right issue. Yet this is exactly what the George Okello government did, this is what the Ocen Nekyon government did, this is what the Edward Pojim government did. And it never occurred to them that for a second that this was a human right violation. 1980 election is not historical to Uganda for it was rigged, it is historical for The George Okello's used it to cut a piece off Uganda and create an election minus 8 constituencies.

 

This series is important for through it we need  to learn the violence of Acholis, and how they abuse human rights. They have already cut Uganda off by 8 constituencies, if we fail to understand their violence and how to deal with it, they will cut another part off Uganda come next time they are in power. They will drive violence into Kigezi and force everyone to run to Rwanda and Tanzania then turn around and declare Olara Ottunnu a winner in Kigezi unopposed. Hey let us cut off Busoga and make Olara Ottunnu the winner unopposed in Busoga. By the way why don't we terrorize the entire Buganda by sending in all guns and we shoot everyone to be forced to leave the country, then we turn around and declare Olara Ottunnu a winner in Buganda and unopposed? If Acholis managed to do it in West Nile they can do it in your district. Wake up as Ugandans to the Acholi violence and start to write a solution to it.
