Thst is crap! If much of the money is stolen from Kampala, I expect the educated administrators of concerned institution to cry out or find a way of telling the people / letting the citizen know, they have tried ((AND MOST IMPORTANTLY, SHOW HOW THEY HAVE TRIED)) but, the money is being eaten in Kampala.
That way

A friend went to this school in the late '60's; they were the first batch of S1 when Junior schools were stopped. That building, as you correctly say, is part of the S1 complex that was converted from the Junior School. It is about one-half a kilometre or so from the main school. But it is nowhere close to Bubulo. .

was at Nabumali several times during our basket ball
encounters.This
building seems to be that of Old Nabumali Junior school near
Bubulo Girls school. I guess in the 1970s,Nubumali High
School freshers ((s 1)students resided there. It is not part
of Nabumali High proper.Noc'la

For such
schools, I do not blame government but the school
leadership. He/she must be demoted and assigned classroom
work. He/she can only be excused if they have protected the
building for historical purposes as is common in other parts
of the world, in which case, it must be declared.
With
proper planning, no structures of that nature could be seen
in school compounds. For example, asking parents to
contribute Sh.1,000 / term over a certain period of time to
do good repairs or building of new structures. Go small over
a period of time and success will be registered.
