{UAH} As Uganda moves closer to a rentier state : Please download and distribute

Although oil prices continue to plummet, at some stage Uganda will commercialize its oil and move closer to a rentier state.   Please download, read and distribute widely the following article by Professor Terry Lynn Karl of Stanford University.   

I urge Mr. Mirima in particular to distribute as widely as possible in his home area.  Opposition leaders too should read it to understand what may lie ahead.  It is one of the best works on oil and its consequences on development and democracy.
