{UAH} How the Corrupt are Vanishing - Characteristics and Behavioral Changes


The parliament is not corrupt prune but MPs are loosing the battle. More regulations are being instituted to stop graft within. Next year they will have to clock in and clock out kind of industrial relations! Pressure is mounting for MPs to deliver. Antagonistic enduring social structures.

I strongly believe aggressive and sustained fight against Police Force corruption and aligning the judiciary; by mid next year state corruption would have receded considerably.

The judiciary has come out with a number of draconian measures - this spells doom for those using the law to corrupt.  Judicial officials starting first January 2015 have a performance like target, for administration of justice.

By accident, political parties are also falling in line; FDC and NRM have changed their constitutions for fear of total disintegration. That too is sealing loopholes used for latent political corruption. If fraudulent entry and exit to a political party is sealed - then you have set up a self automata implying internal antagonism aligns internal democratic values.

Regular performance appraisal and contract performance within the public service - implies one can't delay a file on his/her desk demanding a kick back. Delaying files or late provision to services deliverly, are some of the tools used for corruption and corrupt officials in the pubic service, police force and judiciary.

Study what is happening in immigration - the shake up has been total. The workers there used to ask money openly to service citizens. Many are under investigation - it is now a closed system.

Let us wait and see 2015.

If you take a look at properties and business investment owned by officials who worked for example with: KCC, Ministry of Finance, Pubic Service, URA, Uganda Bureau of Standards, NWSC and now the police force etc., who have been accused of corruption and are therefore under investigation;

 

These are some of  behavioral and characteristics changes visible:

 

1.       Properties and business projects have stalled or collapsed

2.  Properties or business projects have been taken over or auctioned

3.       Properties or business projects are in steady dilapidation

4.  Owners of these properties and business projects are retreating to remote areas

5.    Owners are more visible on Kampala Streets with common people

6.       Owners have lost their chain of hangs on or clientele

7.       No longer present in their common social hang outs

8.       Frequency of change of vehicle and  possession has reduced

9.  Those still with political space are joinin politics and more combatantive

10.   Frequency on public occasions has reduced dramatically.


He adds with fight of corruption both in the police and judiciary - there will be dramatic change and iff the same can also be done in banks and other private entities like construction and procurement.
