{UAH} In 5 years I see Real Transformation in Uganda - Introduce Electoral Proportionality


* In a word, politics, political processes and political practice in Uganda, is now inspired/driven with corruption and crime tendencies, as a safe heaven to committee crime and corruption (KCC, Ministries, Government Agencies and parastatals ).


The solution to the above problem, is to force political parties/organisations to merge through a system of electoral proportionality. This will drive politics and politicians to seek out likeminded groups, to form a strong ideological basis, which is non-existing today!  

 

Change the law so that political parties without a 15% electoral representation should not contest in politics. That too builds strong; electoral processes, social solidarity and cohension, society social and economic campus and party membership strengthening governance, economic progress and democracy.


In 5 years I see Real Transformation in Uganda

 

a.       There are enormous social and structural changes going on in Uganda

b.      There appears to be emergence of institutional urgency to operate may be due to public service duress and work performance appraisal. Government Ministers and Resident District Commissioners are asserting themselves.

c.       This is not the case with CAO and Town Clerks though hence the dilapidation and backward state of affairs in local councils! Abolish Local Government Act and replace it with an upgraded Town and Country Panning Act 1964

d.   There is cautious and limited enforcement as the corrupt fighting back to beat the law – Meera wetland degradation for example, more applying to leave the army and desertation, etc.

e.   Early retirement from the civil service is an indication of running away before the law catch-up with the corrupt.

f.      There are more government official and army officers facing different court changes – this is a sign of stability and increased good governance.

g.       For the first time institutional corruption is being fought from all corners; in the judiciary regular transfers, IGG is more active, DPP is still to join the bandwagon may be since it depends on a corrupt police force DPP remain hijacked etc

h.    There is more visible nationwide investment in the country not only Kampala or central region.

i.         In less than two years Mbalala and Mukono industrial area are filled with factories

j.    Almost all shops in Jinja are occupied or have some business activities ongoing  - more needs to be done in Jinja.

k.      With Uganda Police being latest candidate in an aggressive corruption fight within its rank and file, institutions and departments – there is hope for a far stable society and government

l.   Freedom of speech is so ingrained as a culture that it borders to; judicial, social and media nuisance

m.   There is urban explosion as people seek for better ways and means to stylist livelihood

n.      The above has intensified poverty as population need and want surpasses their ability to fulfill those need and want –

o.      The above is precursor to a welfare state that is emerging

p.  Hence influx to urban areas and change in work preferences; boda boda, vending, trade and commerce. The government need to come in and organize towns to tap into this trade

q.      Point n has increased the incidence of all types of crimes: robbery, murder, fraud

r.    Conclusively politics is taking on a new twist- people running to politics to save themselves from the onslaught from poverty, corrupt tendencies and crime.Uganda politics is largely dominated with self seekers
