As the delegates' conference of the ruling party draws closer, the infighting in the NRM shows no signs of abating.

Asuman Kiyingi, the minister of state for Regional Affairs, has now lashed out at Maj Gen Jim Muhwezi, the former minister for Health, describing him as irredeemably corrupt. Kiyingi said last week Muhwezi, who chairs the security subcommittee on the organising team for the December 14-15 delegates' conference, is "beyond redemption."

In a 10:50-am post on his Facebook page on Friday, Kiyingi wrote: "I have so much information regarding Jim's corruption that I am prepared to go to any court and assert that. Advise him to sue me if he thinks am defaming him. Mzee [Museveni] is magnanimous and forgives people if they have some useful work they can do. But he also knows Jim is not clean."

He added: "My position on Jim Muhwezi and his corrupt clique of hirelings remains. They are tainted with corruption beyond redemption. Hiding behind the office and name of the president to pursue personal vendettas can only mislead fools."

Kiyingi's attack on Muhwezi came a few days after he had posted that that the general was behind a plot to block some delegates from Kamuli, from accessing Namboole stadium for the NRM delegates' conference.  On November 27, Kiyingi posted on his page: "Thomas Kategere, have you been accredited for Namboole?  The Gavi and Global HIV Fund racketeer in charge of accreditation says your district Publicity Secretary will only step in Namboole over his dead body."

Muhwezi chairs the security subcommittee tasked with vetting delegates. Muhwezi told The Observer on Saturday that he had read the comments and was considering legal action.

"I am not going to behave like him. I don't want to engage in a war of words. I am a disciplined person. If he says he supports president Museveni then he should not be writing such things which I think the president cannot approve. He called me a Global Fund racketeer and he knows court cleared me. I reserve the right to take legal action," Muhwezi said.

Muhwezi also dismissed claims that he had powers to lock out any genuine delegates from the conference.

He said: "People who are going to attend the conference are not decided by me. They are clearly stipulated by the party constitution."

Asked whether he had any personal differences with Kiyingi, he said "Kiyingi should answer the question."

On Saturday, Kiyingi said he stood by his posting and said Muhwezi "is welcome" to sue him.

Kiyingi vs Muhwezi

The conflict between Kiyingi and Muhwezi dates back to the early 2000s when Muhwezi was minister of Health and Kiyingi, corporation secretary of the National Medical Stores. In 2006, Kiyingi told Parliament that Muhwezi had personally got involved in the recovery of debts worth Shs 2.23 billion for NMS.

Kiyingi said Muhwezi recommended a law firm that charged exorbitant fees to collect NMS debts from the ministry of Health which the general headed at the time.

Before that, Muhwezi had sided with Robert Rutaagi, the former general manager of NMS, when Rutaagi called for Kiyingi's resignation for allegedly fanning the conflict in the organisation. The row between Kiyingi and Muhwezi is the latest twist in the array of subplots to the clash between President Museveni and embattled NRM Secretary General Amama Mbabazi.

Kiyingi used to be seen  as one of the close associates of Mbabazi when the latter was prime minister. But it appears that no minister now wants to be seen near Mbabazi, the strongest rival to President Museveni since the emergence of Dr Kizza Besigye in 1999.

Muhwezi, meanwhile, appears to be one of the beneficiaries of the Museveni-Mbabazi row. Once tainted by corruption allegations that he subsequently defeated in court, Muhwezi is now seen as one of Museveni's strong pillars in the NRM.  His security committee has been accused of conspiring to lock Mbabazi sympathisers out of the Namboole delegates' conference.

This is childish reasoning. Magnanimity on public fund does not apply unless the one being magnanimous is either a beneficiary or is not accountable to the citizens. 

It implies public officials commit offence but escape justice by appeasing the president as a person but not serving the public.

Muhwezi Lives Large. 

He is surely beyond redemption the only reason he is back is M7 is desperate to hang onto his Dictatorship and is willing to use everybody and anybody especially the greedy ones like Muhwezi who would sell his own Mother down the river for kinusu.

Money meant for millions of Ugandans with HIV and TB was lost when he was at ministry of Health and that shows how sadistic, murderous, greedy and insensitive he is. 

People died as a result of this greed. And while in court he asked the Judge where he was while they were in the bush pretending to liberate Uganda? its was personal liberation from poverty! As seen in their actions

The crap about being cleared by court is not new since everybody who is useful or may in future be useful to the Despot is always cleared as a form of future blackmail or IOU.

If you lock in Mbabazi with Muhwezi, the two fall exactly under the same category the only difference is that one is charged and gifted acquits and the other not. 

The biggest mischief ever M7 has done is to pardon the thieves of this nation and that makes him a harbour for them. Though they serve his personal interests but a rot to the nation. 

He gotta woop them up!

Patricia , my dear sister, Uganda has a lot of things to sort out after museveni.

People have committed political crimes,economic crimes and social crimes.Laws would need to be looked at and where possible new ones enacted and people tried retrospectively 

Nebanda was killed by someone, Ariong was killed by someone,Kayira was killed by someone,thousan ds died in the North/East,and the category you are talking about, 'murder' as a result of lack of medicines, ambulances because some people came from the bush poor and had/have to pay themselves !! 

If Haji Ssebilumbi was killed because he caused death of people, why should others who have equally caused death of pple be left scort free!

Ugandans have a lot to ponder about after museveni as Besigye said- the lwas would need to take course.

E kyenyanja kivunda kuuva ku mutwe. Once the head is rotten, the whole body is rotten. M7 is the chief in corruption, therefore, NRM and the govt are built on corruption. 

Uganda is where it is because the leadership is completely greedy. We all know who Muhwezi is, "a Global Fund racketeer." Like Kiyingi said, M7 knows who Muhwezi is, however, the issue at hand now is to get rid of Mbabazi. 

Corruption is not an issue. M7 is on record to have defended anyone who has been involved is corruption charges, his brother Salim Saleh, Kayinda Otafire, Mbabazi, his wife Janet M7, to name but a few. A leader with such a track record of corruption is bound to fail. 

M7 came to power by means of violence, robbery, corruption, among other thing, therefore NRM and the govt are built on that foundation. 

We need to get rid of that. The longer M7 stays in power the more things are going to get worse. That fighting within the NRM didn't start yesterday and it wont end on December 15, 2014.

Dear Joustofine, do you know how many times Alfonso Capone was exonerated by judges on his payroll? This time round, your next of kin has his personal accountant testifying against him! 

Was Amama not cleared by big boss in team Temangalo? Chief Injustice NyokaSaba has Mbabs in chains in the dock with Muhwezi in the prosecution counsel. Mafiosi following no regulations, whims determine if the crown is for chops!

Guys, Ugandans will soon get relieved of the monsters. The hitherto comments are coming out and at the right time by the right people. 

We will see more after December 15 from those who will be denied membership. What we need is not cross our hands on the chest but take this unfolding revelations to its height. 

Hon. Anite I realized of late had started the death of NRM and liberation of Uganda. When thieves start fighting be happy because it is the start of their end and beginning of society peace.

The man was fighting while you were holding your balls and hiding under your beds. Who doesn't know that "man eateth where he worketh?" Remember Mzee Dr SK (RIP)? When he helped himself on the funds for orphans, mbu he was also one of them!!! 

Senior orphan indeed. Anyway, read my lips -- Jim did not eat that money alone. the big pple know how the money was spent. 

Know it that before invading BoU (as testified by the mighty Governor), every other soft monies will have been harnessed - URA collections, KCCA, NSSF, NWSC, NHCC, etc etc

Richard, in a democracy, peaceful transfer of power is the norm. In Uganda with a history of oppression, the rascal must be first ousted before a new government is formed.

Killing NRM is not enough. Presidentialism must also end. A parliamentary form of government with a prime minister is better suited for the Pearl of Africa.
