YES I DO!!!!!! And, it is not naive.
I still contend the same. But to help out, I am gonna make an illustration of my meaning.
Look, except for the modern Arab cities, all these cities around the world were not originally designed for the demographic boom of today. Our own Göteborg, Stockholm, Malmö etc have structures from 1700 still providing utility.
I am aware that whenever issues like this congestion of Kampala for example,surfaces, African experts start to excell each other with sofisticated academic theories which more often than not all make senses but, most of which are only barely or marginally relevant to an African country of Ugandas level of development.
There is not so much sofistication in urban development planning. BUT WE HAVE TO REACH THERE FIRST.We have to clear the way to make planning possible.
We have to attack the mind-set: the psychological aspect. FORM THE CULTURE
THAT FORMS US IN THE DESIRED DIRECTION, so to say.
Cities grow proportionally with the growth in demography and the demands there of. AND DEMAND IS THE KEY WORD HERE!!!!!!!
LET ME REPEAT,OUR APPALING SITUATION IS BECAUSE THERE ARE FAR TOO FEW LAWS AND REGULATIONS AND MOST IMPORTANTLY ((as Kassulex also noted)),LACK OF RIGID CONTROL OR LAW ENFORCEMENT TO ENSURE IMPLEMENTATION OF DE FACTO LAWS AND REGULATIONS!!!
WE HAVE SITUTION, YES WE DO, THAT THE ONES TO BE REGULATED ARE THEMSELVES THE REGULATORS!!!!!!!!!!!!!!!!!!!!!!
That is majorly why not enough jobs are created
That is majorly why there is so huge negligence of the laws and regulations
That is majorly why there is so much moral and ethical decay
That is majorly why that are billions and billions and billions of uncollected state revenues that could have been injected in those sectors like the transport sector which could have self-sustained maintenance of roads and drainage systems.
Now I have babbled enough on this. next shall be concrete illustration of how us of the laws create chains of jobb opportunities as well as clear congestions such as that of Kampala using the very same arguments.

ON ANOTHER NOTE WHICH LIES MY HEART WARMEST (JOB CREATION), I WELCOME THIS AS A FIRST STEP INFRONT.
The transport sector needs to be stream-lined and with strong focus for job creation. Uganda needs a lot more laws and regulations in this sector to that end.
As IGP Kalle started a couple of months back on trafic regulation control.
There are many drivers, mechanics, builders, etc.
Rigid controls of both the drivers effective working ours and rests, speed limits and mechanical conditions of the means of transport could compell transport operators to employ both drivers and have their cars serviced regularly to meet standard: CREATE JOB........, CHAINS OF JOBS!!!!!!!!!

The government has taken over control of the operation of taxis in Kampala, handing it to police. If government is serious, this should be the opportune moment to address congestion in the city by introducing alternative transport such as town buses as we had in the past.
The government has the money to buy buses if it wants, I mean if it can buy presidential jets, military choppers and other arsenals; purchase of buses will be like a drop of money in the ocean of money!
