1. Assistant Secretary for FinanceAssistant secretary for finance
i. Functions
• Receives cash and cheques and prepares receipts
• Promptly banking cash and cheques
• Provides support to the accounting and financial reporting system
• Inventory accounting and control
• Preparation of financial reports
• Payroll preparation and implementation
• To ensure proper maintenance of books of account and production of periodic financial statements for the party
• To ensure timely preparation of weekly, monthly and quarterly financial reports to the treasurer through AS and SG
• To ensure compliance with statutory guidelines
• To provide professional expertise and guidance in the management of financial resources including monitoring the utilization of funds
• To develop and formulate strategic financial plans and estimates for the party, outlining projected revenue sources and expenditures and measures to be taken to control costs
• To develop and install effective financial management systems and procedures aimed at improving financial reporting and accounting in accordance with the party’s financial policies and procedures
• To ensure that the party’s financial controls are consistently applied throughout the business unit
• To ensure preparation and production of final account of the party in time
• To ensure proper maintenance, storage and security of financial and accounting documents liaising with AS
• To supervise accounts payable and receivables function
• To prepare monthly bank reconciliation statements for all bank accounts
• Ensure that debts are paid within the agreed credit period
• To disseminate financial management reports to the Treasurer through AS and SG
ii.Reporting

Qualification and Education
• Degree in accounting or Finance and Administration
• Have good working experience with Tally
• Previous experience in develop and implementing systems in Finance and Admin departments
• Excellent computer skills including knowledge of excel, word
• Report writing skills in English
• Excellent communication and team building skills
Age 21 - 40
Receptionist
Responsibilities:
• To receive, sort and distribute office mails and important messages to the appropriate departments/ officials
• To answer the reception desk telephone with good etiquette and direct all calls to the relevant offices after careful screening
• To welcome all visitors and ensure that they are all seated and directed to the correct office in order to avoid loitering
• To attend to the public’s queries and escalate where appropriate
• To ensure knowledge of staff movement in and out of the organization
• To offer general administration and clerical support to the organization
• To schedule appointments and maintain the Party diary as required
• To maintain the meeting room schedule, boardrooms or meeting area and ensure that there are no clash appointments
• To maintain the tidiness of the reception area
• To carry out other clerical duties such as photocopying, typing letters, scanning etc.
• To maintain the drivers’ schedule and ensure availability of cars as of when required
• To ensure maximum confidentiality of all party data and information
• Any other duties as assigned by Line Manager/ Supervisor

1. Assistant secretary for Information and Technology (IT)
• Monitor and maintain computer systems (network, software and or hardware) and provide IT user support in line with IT standards and UPC strategic objectives
• Maintain, and update the party website
• Document computer policies and programmes following documentation guidelines and international IT standards
• Maintain a data base/inventory of all ICT equipment through proper documentation of problem logs and audit trials in line with party policy and standards
• Provide technical user support with respect to required hardware configurations and network infrastructure for dissemination to the party officials and members
• Manage Achieves records and files in accordance with party guidelines
• Carry out routine data cleaning, validation and analysis to ensure reliability and accuracy
• Make regular data backups to ensure data safety, security and integrity is not compromised
• Ensure effective and prompt maintenance, repair and servicing of ICT equipment liaising with the Administrative secretary
• Make weekly, monthly and quarterly submission of raw datasets for backup
• Prepare and submit periodic reports on the information and data management activities of the party
Qualifications:
• BSc in Computer Science, IT/Information Systems, Microsoft windows
• Experience in web Administration (e.g. US Apache,PHP)
• Working knowledge OF SQL and databases
• Must be computer literate
Age: 25 – 40 years
Secretary for media and communication
i. Functions
• Prepares and organises communications strategy at national, regional, and international levels
• Develops messaging strategy
• Conducts background research for communications strategy and activities
• Drafting press statements and other communications to the media
• Prepares monthly written reports on development concerning the party’s political positions
• Documentation of activities and events (video, audio, photographic etc.)
• Develops, reviews and updates public relations policies for promoting the image of the party and responding to public oriented queries in line with the party guidelines
• Develops press briefs, organise press conferences and events that provide information to the party officials, general public and all party members
• Develops and maintains good working relations with the media including local and National newspapers, magazines, radios and TVS in line with party guidelines
• Promotes the visibility of the party among the public by publicizing its events, achievements in the media
• Represents the party at Local, Regional for a so as to engage the public about the Party’s mandate in accordance with the party’s policies and guidelines
• Monitors media reports concerning the party and bring to the attention of the secretariat any issues of concern for appropriate solutions
• Develops public information, advocacy and educational materials on the party achievements and new programs in line with the party strategic program objectives
• Conducts advocacy oriented research that will advance the party free membership and adherence to its ideology, vision and mission of taking back our country
• Advise the party on public relations
• Develop, implement and reviews information, plans, programmes and strategies that support the advancement of the good public relations and markers the corporate image of the party
• Performs any other duties that may be assigned by DAS

Qualification and skills
• Bachelor’s degree in communication studies or Journalism, information education and communication
• Must be computer literate
• Thorough knowledge in communication studies, creative writing, documenting and disseminating, audience analysis and segmentation
• Extrovert with ability to influence, lobby and communicate timely
• Excellent report writing should have interpersonal and communication skills
Age: 24 – 40 year
Sen. Office Superintendent Functions
Functions
• Typing correspondences, formatting and editing reports such as office memos, circulars and other office communications
• Dealing with incoming email, receive and relay telephone messages and fax messages
• Filling and keeping custody of office documents, reports, correspondence maintaining and updating office records and information
• Receiving, sorting, registering and routing office correspondence to action centres, as well a recording incoming and dispatching outgoing mail
• Devising and maintaining office systems including data management and filling
• Assist in the planning and preparation of meetings, seminars, conferences and conference calls
• Drawing up schedules and periodic inspection and maintenance of offices and monitoring any work undertaken to ensure that it is to the required standards
• Monitoring repairs and regular maintenance carried out in office
• Supervising cleaning services for office premises and monitoring the work carried out o ensure that it is of standard
• Maintaining a record of reports and complaints from staff
• Making monthly reports to the Administrative Secretary

Office Assistant
Functions
• Maintaining day today office cleanliness
• Mope floors, clean tables, windows glass and office furniture
• Wash and clean office utensils
• Dispose garbage appropriately
• Ensure that office washrooms are kept clean all the time
• Deliver mails and other correspondence to designated destinations
• Operate duplicating, photocopying, paper cutter and binding machines
• Run errands
• Ensure security and orderliness at the party Headquarters
• Prepare tea/coffee to VIP visitors
• Perform any other duties assigned by AS
ii. Reports to AS
Qualification
• O-Level with 3 credit passes one of which has to be in English language
• Ability to keep the office tidy
• Able to work above office hours
• Able to run office errands
• Any other duties assigned
Age: 30 - 40 years
Driver:
Functions
• Should be computer literate
• Will provide driving services to the party
• Ensure proper maintenance of the vehicles with a focus on safety.
• Performing pre-trip and post- trip vehicle inspection
• Maintaining a variety of vehicle records
• Preparing accident and incident reports as necessary
• Ensuring adherence to traffic rules and regulations and providing other services as requested by management.
The post holder will be based in Kampala with frequent visits to upcountry sites.

Reports to the Administrative Secretary
Qualifications and competencies:
• O-Level certificate, a certificate in computer science
• A current driving license and certificate in defensive driving.
• Minimum of three year experience in a similar environment
Policy analyst
I. Functions:
• Delivers, clears, concise, pertinent and timely analysis on policy issues identified by the party Leadership as priority areas supported by relevant data analysis and research.
• Develops and maintains an understanding of the policy areas under consideration by the party
• Develops relevant, realistic and concise policy statements on various priority policy areas identified by the party.
• Processes and analyses Government social and economic policies vis-à-vis suitable party alternative solutions where necessary
• Analyses data and prepares alternative policy options for public policy questions.
i. Reporting
• Reports to AS on Administrative and Financial matters
• Reports to SG and PP on substantive activities
Qualifications
• B. A in either economics, Social Sciences, Dev. Studies or Policy Analysis from a recognized University or Institution
• At least 2 yearsworking experience from a reputable Organization
Age: 25-40 years
Personal Secretary to PP
i. Functions
• Serves as personal secretary and Administrative Assistant to PP
• Provides secretarial and administrative services to PP, which include:
Taking dictation, transcribing and presenting accurate work
Arranging travel, visa and accommodation and booking flights, hotels, travel documents, transportation and expense claims
Drawing up and monitoring appointments and calendar for PP
Receiving and processing incoming communications, including telephone calls, emails, faxes, etc.
Receiving and processing all correspondence
Drafting and responding to routine correspondence
• To provide office management services, which include:
Ensuring cleanliness and orderliness of the office of PP
Managing records in accordance with established party security and records management procedures
Requisitioning for and managing office stationary and equipment
Supervision of secretarial and support staff in the office of PP
Any other duties that may be assigned by the PP

• Serves as immediate and across-the-board assistant to PP
• Serves as immediate point of contact to PP
• Accompanies PP to meetings, functions, events, etc.
• Responsible for organising PP’s schedules and programmes
• Develops networks and liaison with counterparts at all levels
• Serves as note taker at PP’s meetings
• Responsible for follow-ups on issues raised and commitments made at PP’s meetings
• Drafting and responding to PP’S correspondence and communications

• Senior six with a diploma in Secretarial Studies
• Computer Literate
• 3 years working experience
• Strong interpersonal Skills and communication skills

Assistant Secretary for constituency and District Affairs (Regional Affairs)
i. Functions
• Coordinates closely and stay in regular contact with the Party Secretariat in all his/her activities, with regional, district and constituency party leaders
• Serve as the immediate and across- the- board contact point person, forParty Secretariat, Regional, district and constituency Party leaders
• Ensures entry of service data at all levels
• Develops a central Regional data base for party membership
• Prepares monthly written Regional reports about developments in the party
• Ensure effective and prompt maintenance, repair and servicing of ICT equipment at the Region liaising with AS
• Compiles, documents, updates and manages data and information from the region and carries out its routine cleaning, validation and analysis to ensure reliability and accuracy
• Represents the party in the region so as to engage the public about the party’s mandate in accordance with the party’s policies and guidelines
• Conducts advocacy oriented research that will advance the party free membership and adherence to the ideology, vision and mission of the Party
• Monitors media reports and disinformation about the Party to engage the public in correcting the information or bring it to the attention of the secretariat for appropriate redress
• Arranges for regional seminars, workshops and conferences in liaison with the party secretariat
• Ensures that information from party Headquarters is widely disseminated in a particular region, and vice versa
• Reaching the unreached and recruitment of new members in a particular region
• Promote the visibility of the party among the public
• Achieving set targets for a particular region
• Monitoring, evaluating, reporting, and follow-up on developments within the region and make regular data backups to ensure data safety, security and integrity is not compromised
• must place particular priority to youth and women activities in all his/her outreach activities
• Performs any other duties assigned by SG
