{UAH} WOLVES CAN'T TAKE POWER, ACT 24

With the weakening of the LRA and its subsequent relocation to DRC and CAR, coupled by the containment of the ADF/NALU in eastern DRC, Museveni faces no formidable armed threat to his life presidency project.Its against this background that he gets the guts to engage his personal army into the internal affairs of neighboring countries.

However, he knows very well that the northern region rejected his governance right from the start. Though their rebellions (UPDA, HSM, LRA) were suppressed, they have the potential to resurface in a more vigorous way. That is why Museveni moves very first to contain their backers from inside the Sudan. Both the LRA and the ADF were branded international terrorist groups in order to discredit them. Its only a new force that can intergrate some of their fighters into a new group.

Some of the former Museveni close associates have threatened to use force to dislodge him from power. To some, Museveni has openly told them "you know my address. We have been waiting for you for months now". After running out of patience in waiting for such groups, Museveni is now convinced that they are not coming and decides to take time off by sending his troops to South Sudan. However, what he cant take for granted is the fact that rebellion from within his own army is inevitable. That is why he focuses much attention on his personal control over recruitment, training, deployment/postings, transfers, procurement and utilization of combat logistics of his army. To achieve this, he ensures that those with the correct political clarity (personal loyalty) are the ones strategically deployed.


What if a serious uprising broke out in Uganda, wont he be compelled to withdraw his troops from South Sudan????
