Hon. Okurut wants men to be allowed to have sex on demand. 

Her advice, coming barely a week before Valentine's Day, is not romantic at all. Marital sex should the ultimate form of spousal intimacy; it should not be a chore for one spouse, and a right for the other. 

By connecting domestic violence to the frequency of sex in marriage, the minister is holding the victims of spousal abuse responsible for their fates. Ms. Okurut may be talking like a senga, but her office is higher and larger than a backyard bush where sengas are known to conduct their ritualistic sessions.

Any couple in a sexual relationship - married, dating, etc - should not see their partners as a sex toy. Both parties should be mentally available for that level of intimacy. Going by Ms. Okurut's advise, I doubt if she believes that marital rape occurs or is a crime.
