President closes NRM Caucus Retreat

President Yoweri Museveni, who is also the National Chairman of the
National Resistance Movement (NRM), has highly commended members of
the NRM Caucus for their enthusiasm at the retreat as well as passing
very meaningful resolutions.

"We have had a very fruitful retreat. We have discussed meaningful
topics and passed very meaningful resolutions," he said.

The NRM Chairman made the remarks this morning while closing a
one-week long retreat attended by members of the NRM Caucus and some
independents at the National Leadership Institute, Kyankwanzi. The
retreat was also attended by the Minister for Karamoja Affairs and MP
Ruhaama County in Ntungamo district, Mrs. Janet Museveni.

Members of the Caucus discussed various topics covering all sectors of
the government. They noted with satisfaction the progress made and
urged all sectors to expedite the completion of the remaining
challenges.

President Museveni described the 2015 Retreat as a historic one and
emphasized its importance as it is a platform where national leaders
are able to focus their strategies and actions for the transformation
of the country. He laid emphasis on Operation Wealth Creation in all
homesteads in Uganda for both food and financial security.

"These mistakes of having players and spectators cannot be tolerated
in the economy. We are going to ensure that this ends," he stressed.

The President pointed out that with the involvement of the Army in the
exercise, all homesteads must participate in commercial farming.

On value addition, the President reiterated government's position of
not exporting minerals and other products in raw form. He said all
products must be processed for more money and jobs.
Regarding the environment, the President thanked MPs for their
resolution to support affrostation.He said it was scandalous to see on
CNN weather forecasts that temperatures in Kampala have reached 30
degrees centigrade.

Talking about education, he pledged to mobilize funds for the
construction of Senior Secondary Schools in the remaining 274
sub-counties in the country that still lack secondary schools. He
proposed the formula of constructing simple structures for secondary
schools whose budget does not exceed Shs.500 million (five hundred
million). He also recommended that the same formula be extended to the
Ministry of Health for the construction of health centres.

The President also allayed fears by tea growers about the market
assuring them of markets in North Africa and the Gulf states in the
Middle East. He said the government will also be considering the
creation of the stabilization fund.

The news Secretary General of NRM, Hon. Justine Kasule Lumumba,
clarified that the independent MPs attended the just concluded Retreat
to lobby for their proposal to remain Independent.

The Retreat was attended by the Prime Minister, the Rt. Hon. Dr.
Ruhakana Rugunda and his Deputies as well as 273 Members of Parliament
who included Independents legislators.
