{UAH} Ministry of Education Blames DEOs for poor education performance in the country

These figures point out worrying state of our education; where was the ministry of education to intervene before the standards deteriorated to such an extent? What exactly is the problem? Who is really responsible, certainly it cannot be only the DEOs. There is need to thoroughly examine the real cause but not just blaming one arm of the sector. Educationists regularly meet in conferences/seminars, what do they discuss?
" In 2014, exactly 68,759 pupils failed Primary Leaving Examinations, while out of 304,189 total numbers of candidates in the Uganda Certificate of Education, 20,167 failed and 43900 students didn't qualify for university and tertiary institutions in the Uganda Advanced Certificate of Education examinations."
