I think COO is on spot here.
Porous borders sustained us, especially in the 1970's with "unofficial" trade routes along the border with Kenya: Chepkube in Bugisu, Amagoro in Tororo, Sio Port in Busia, etc.
These unofficial trade also allowed barter-trade and thus opened up the playing field for most traders: no cash, especially foreign exchange medium. But, even if Kenya builds a long, China-style border, will it be able to police it 24-7?
I reiterate that Kenya is acting in an emotional tantrum following the spate of terror attacks. Those Somalis are across both borders.
