{UAH} The Boda Boda menace

If Madame Musisi cannot evict all Boda bodas from the city before 2016 please let her:

 1: Ensure that all Boda riders have Driving permits from registered driving schools 

 2 : Import Speed Governors to be installed on all bodas operating in and around the city. (in case this option is taken please give me the tender to import and install them!!). 

 3: Let all bodas have passenger cabins at the back. I think this has worked well in other cities around us. Even in Kampala one rarely finds a Cocacola distributor boda rider in an accident because of those cabins.
