I will simplify my argument to clarify my assertion in the foregoing subject matter;
Deliberating in a foreign language in your own land is the greatest proof of mental slavery. Even if all the known/spoken language dialects in Uganda were to be represented in parliament, translations and interpretations would be affordable enough to bring the other legislators up to speed on what is being said. The minimum education requirement for is premised on the need for articulation in and comprehension of the foreign official language in use.
In this way, parliament never gets the time or space to deliberate local issues but to dictate policies and programs as they get handed down to the mental slaves and colonial proxies in office for onward transmission to the neighborhoods! I will give an example;
Remember the seven towns water project of long ago? Yes, governments have made it a point and priority to provide clean water to populations in urban settings! Is there such a thing as a water policy setting any specific laws on the management, protection and maintenance of of spring wells, river banks, lake shores and rain/storm water management?
I beg to be educated on this but does it need an educated MP to understand the importance of the water resource in their constituency? The MPs are presently in parliament representing their religious, ideological, tribal and individual self interest but never local, communal or national interests.
What were the qualifications of the representatives of the Lancaster House Assembly that debated out present political mess? How about members of the LEGCO, how many degree holders were there? I personally find the requirement discriminative to say the least! That should have been the real challenge in our courts of law as opposed to the authenticity or otherwise of these useless paper qualifications as EM loves to call them!
