Uganda’s former Prime Minister Amama Mbabazi told he stands no chance of winning power in Uganda.

Former Ugandan Prime Minister Amama Mbabazi has been told that he stands no chance of ever winning any election in Uganda even if it were free, fair and transparent. In an exclusive interview with The London Evening Post, Professor Aaron Mukwaya, a senior lecturer of political science at one of Africa’s best known universities, Makerere University, Kampala, said Mr Mbabazi had become a victim of himself after spending many years glued on President Museveni and enacting many ‘bad laws’ that will come to haunt him soon.

“He knows very well that if he’s not given lee way, he cannot compete nationally and win an election in this country even if that election is free, fair, quick and transparent,” Prof Mukwaya said. He added that had it not been for President Museveni, Mr Mbabazi would have failed to win his Kinkizi West constituency. “He’s a person who cannot win an election in his own constituency and to win one at a national level would be a miracle. But miracles don’t happen in politics,” the professor said.

Mr Mbabazi’s claim that he would stand as the NRM flagbearer were dismissed by Prof Mukwaya as words spoken by somebody who wasn’t on ‘straight legs’, in other words, an intoxicated person. The Makerere University don explained that as a lawyer, Mr Mbabazi is aware that he signed to the NRM having one person as its flagbearer during next year’s general elections and that he was also at Namboole Stadium when the NRM decided to deal away with the post of General Secretary. “If Mbabazi had his legs straight, he would have done three things; get out of the NRM; join another political party as a flag bearer or; join another party as a running maid of someone who is powerful because he’s a crippling plant,” Prof Mukwaya said.

On whether were he to form another party and contest the country’s presidency Mbabazi would attract followers from the NRM, Prof Mukwaya had this to say: “Never, because the core NRM has the capacity to dry Mbabazi financially. They have even the capacity to freeze and dry his bank accounts. So if he doesn’t have money, how would he get the ‘tom boys’ who run around for him?” He added that there was no way the NRM would file two flagbearers at the same time and that even if Mbabazi formed another political party to contest the presidency, it would be of no consequence.

Prof Aaron Mukwaya: “if the pressure that the government puts on Besigye is applied to Mbabazi for one day, he would run out of the country.”

Prof Mukwaya said that having been part of the Ugandan administration for the last 30 years, it is rather too late for Mbabazi to say he can change what has been happening in Uganda during that time. “A person of his nature who cannot inject democracy in the country for 30 years, you can’t trust him to make it at this late age,” Mukwaya said. He accused Mbabazi of having been party to ‘bad laws. “When you make bad laws, they quickly catch up with you,” he said. He dismissed rumours that President Museveni was simply waiting for an opportune time to humiliate his former prime minister. “No,” he said. “Mbabazi is capable of humiliating himself because he’s contradicting himself a lot.”

Reports that Mbabazi was planning to split the vote by creating a situation where Museveni will fail to get the necessary 51 per cent needed to win outright were also dismissed by Prof Mukwaya. He said that Mbabazi knows very well that as long as Museveni was around, the votes would be manipulated to make sure he gets the required percentage. He said Mbabazi was well aware that these days the figures given at the end of an election in Uganda are often ‘crafted or manufactured’. In addition, Prof Mukwaya opined, the former prime minister would feel uncomfortable working with the opposition and so would they as well. “The idea that Museveni will get 49 per cent and then top up the votes from the opposition to get 51 per cent cannot happen and Museveni cannot form a coalition,” he said.

Prof Mukwaya said Uganda no longer needed leaders who are over 60 years of age. He said the generation of old presidents in Africa is no longer desirable. “This regime of aging leaders with no fresh ideas is very dangerous to nation building and state formation,” he said. He accused past Ugandan leaders for instilling fear amongst the populace for a very long time. “Now fear has been replaced by the concept called deception. People now feed on gossip, lies and deception more than reality,” he said, adding that Ugandans cannot notice any difference between Museveni and Mbabazi. “They will always relate to them as two brothers having a normal misunderstanding.”
