Former Prime Minister Amama Mbabazi's bid to vie for the top office in
Uganda has been received by mixed reactions.
Mbabazi, who until a few months ago was a confidant of President
Museveni, announced this morning his intentions to challenge Museveni
for both the National Resistance Movement (NRM) party chairmanship and
the presidency of Uganda.
"There is nothing new in this Amama Mbabazi declaration, his plans
have all along been known," said Mary Karooro Okurut, Uganda's
security minister and also NRM spokesperson. Adding that what was
important for NRM members was to remain cohesive and not be bothered
by the announcement.
"Obviously his intention is to divide and weaken the party, why would
he flout the rules" asked Okurut. Adding that the millions of
supporters the NRM has would not let that happen. "His declaration is
not in conformity with the party rules and procedure because the NRM
has a timetable and a roadmap and the party's Electoral Commission has
not yet called for nominations of any candidate for any position.
"Amama Mbabazi is, therefore, jumping the queue on procedure for
accessing leadership within the NRM. No intending aspirant should be
putting up posters, distributing T-shirts and flyers," said Okurut.
The minister for the presidency, Frank Tumwebaze, however, said there
was nothing wrong with Mbabazi declaring his intentions to vie for top
office. "It's his constitutional right to vie for any office. And
since he says that he will contest within NRM, the membership of NRM
will look at his record. Fortunately, he is not new from heaven. He
has been here for all the years being part and parcel of the
government architecture until he was sacked.
"We are yet to see the new miracles and ideas that he is bringing on
board which he never dispensed when he was part of government
moreover not as a small actor. What is new with the 8 points I have
seen him talk about? He knows well what NRM has accomplished on each
of those. We shall, however, assess him more as a person vying to hold
our party's flag," noted Tumwebaze in a statement released earlier
today.
The NRM party secretary general, Kasule Lumumba, however, downplayed
the announcement.
During his tenure in office, Mbabazi was a key actor and instrumental
member of the Legislature and Executive. One of his major
accomplishments was the Public Order Management Act which Okurut says
will be applied to him as well.
"There is information to the effect that after his declaration, there
are supposed to be rallies in major towns. If this is true, Mbabazi
should not forget that he was pivotal in the formation of the Public
Order Management Act and if he organizes such events then he is being
unnecessarily provocative," she said.
