In Summary
One comrade to another. On Wednesday night, I had a dream. In the dream, Dr Kizza Besigye and Amama Mbabazi were discussing the latter's declaration to taken on President Museveni in the 2016 presidential elections. And the proceedings went as follows:
Besigye: Mr brother, you rather surprised me yesterday. That is even an understatement, you actually shocked me.
Mbabazi: (Mbabazi shifts uneasily in his seat, stroked his moustache and clears his voice) What did I do that surprised or rather shocked you?
Besigye: Declaring your 2016 presidential bid against President Museveni, Ssabalwanyi, Ruhemba ogwenjura, Ssabagabe, Sseddungu….
Mbabazi: So what is surprising or shocking in that?
Besigye: You jumped the queue. In 2001, when I announced my bid, you mocked me that I had jumped the queue. So what prompted you to take a similar move?
Mbabazi: It is a long story. You know I have been standing in the queue for a long time, but the queue is not showing any sign of getting to the end. There is a jam, the queue is not moving.
Besigye: In 2001, I told you that if there was indeed a queue, you were going to wait for quite a long time. It is 15 years now.
Mbabazi: Look, I was still young and strong, so I could afford to wait in the queue for a while. But I have been standing in the queue and it's not moving. I am getting older and my legs are becoming weaker. I could not stand any longer. I was about to collapse in the queue.
Besigye: Eeehh! Anyway, now you need to know the price queue jumpers pay.
Mbabazi: Is there a price to pay, really?
Besigye: Ohh yes.
Mbabazi: I have not had this kind of experience before. So I will listen to your lecture since you are a veteran queue jumper.
Besigye: First, you must be prepared to withstand police tear gas, pepper spray, frequent arrests and detention, appearing in court more often than the judge, being confined to your house without even moving out to buy tomatoes…
Mbabazi: Am I going to face all this?
Besigye: The list is very long. I will send you the full list on WhatsApp. Don't worry.
Mbabazi: Just update me on this thing called Public Order Management Act. How does it work? Do police provide protection at public rallies? I faintly remember us proposing that provision in Parliament.
Besigye: I don't know all that. What I know is that at any public meeting, the police will unleash a Tsunami of tear gas on you and your supporters, you may run blind if you are not lucky. They will clobber you and pluck you out of your vehicle like a chicken thief. Even meeting five people, police will not allow you.
Mbabazi: What about if I am meeting just my campaign team to discuss strategies for 2016.
Besigye: That is even worse. You may see live bullets flying over you.
Mbabazi: No, no, you must be kidding? That cannot be the police we have been professionalising under the democratic NRM.
Besigye: Then you are in for a shock. Better be prepared.
Mbabazi: I will need another day for more tips.
The conversation was still going but it was rudely interrupted by the cock's crow at dawn. When I woke up, there was neither Besigye nor Mbabazi, but I later learnt that both had travelled abroad. So I cannot bet whether that meeting actually happened or it was just a dream.
