{UAH} Govt plans to develop technical education - Museveni

Had Museveni announced this plan in 1986-90 period, I would have applauded him. But 30 years later? That doesn't sound like visionary to me!
Anyhow, technical education is always a critical component of tertiary education. Not all students who labor through high school continue to university level, due to a number of reasons, including aptitude and financial costs.
So, technical programs come in handy for such students.
For example, a student who joins an auto maintenance training program after O'Level will come out with a marketable skill and diploma in two years that will enable him to earn a decent living for life. We call them Blue-Collar workers, but our lives would be miserable without their service.
Museveni's idea may not bear fruits, though, because he needs to establish and staff those technical institutions: equip labs and training rooms with necessary tools and competent tutors.
In this situation, I think the president is making this statement to hoodwink voters that he wants to improve the educational skills of their children. Other than that, his words are as empty as a Pharaoh's Tomb.
