CC meets until the wee hours

Dodoma. CCM's Central Committee meeting dragged on past midnight as members haggled over the Top Five shortlist of potential presidential candidates.

The meeting, which took longer than expected, resumed at 8pm after a two-hour break to allow Muslim members to take their iftar meals.

CCM Ideology and Publicity Secretary Nape Nnauye said the meeting would go on past midnight.

The National Executive Committee (NEC) meeting that was earlier scheduled to start last night has been pushed back to today.

According to Mr Nnauye, the party's congress would start today as earlier scheduled and would take place after the NEC meeting, which was expected to take place from 8am to 10am. The five names picked by the CC would be forwarded to the NEC, where they would be put to vote to get three names that would be forwarded to the congress, which will come up with one name.

Since the NEC would make its decision through a ballot, things are expected to be much smoother and straightforward, which explains the meeting's relatively shorter duration of about two hours.

The CC began meeting at around 4.30pm yesterday after days of delays. The meeting took place after the Ethics and Security Committee met to review how the aspirants adhered to the rules and regulations of the party and electoral laws, particularly the Election Expenses Act. The ethics and security panel met shortly after midday to around 4pm.

In what political observers say is a pointer to the difficult situation CCM has found itself in during the last few days, retired national and party leaders who form the Advisory Council were invited to join the CC meeting.

They include former presidents Ali Hassan Mwinyi and Benjamin Mkapa, former Zanzibar president Amani Abeid Karume and former CCM vice chairman Pius Msekwa.

The only retired leader who was invited but who is not part of the Advisory Council is former prime minister Cleopa Msuya.

The retired leaders' forum was formed after CCM amended its constitution in 2012. Before the amendments, retired leaders were members of the CC.

They are usually invited to key party meetings where "difficult and sensitive issues are being discussed," according to the party's constitution.
