Waiguru, Hassan, Oswago removed from EACC 'list of shame' - Raila
Devolution CS Anne Waiguru and IEBC chairman Isaack Hassan's names were allegedly edited out of the EACC corruption list, Cord leader Raila Odinga has said.
Raila also named former IEBC CEO James Oswago as one of the officials whose names were removed from the list "for obvious reasons".
Speaking during a press conference at Capitol Hill on Friday, he said Oswago's name was omitted yet "he was one of the officials involved in rigging".
"Your guess is as good as mine on why IEBC officials have to be protected. They delivered for the Jubilee government," he said.
"We will not take President Uhuru Kenyatta seriously on the war on corruption until all (alleged) thieves are treated equally. The law must apply to all scandals the same way it has happened in other ministries".
Raila has raised five questions on why Waiguru should have been investigated.
1. If IFMIS was being investigated by the EACC for the inflation of contracts to the tune of KSh.1 billion, why didn't the Cabinet Secretary at the time of the suspicious transactions – Anne Waiguru--step aside like her colleagues such as Principal Secretary Michael Kamau of the Ministry of Roads?
2. Was it incompetence, greed or something else that caused the Cabinet Secretary to underestimate her budget by KSh.5 Billion?
3. Why did the Cabinet Secretary ignore the warnings by the Acting Director of Budget and Principal Secretary Treasury dated 07-05-15 and 29-04-15?
4. Did the Minister of Finance (now President) and his Permanent Secretary (now Chief of Staff) know and when did they learn of it given the rate at which money was literally speeding out of the government under their noses?
5. Most importantly, Kenya's experience with IFMIS demonstrates the mess our public finances are in and thus the need for an audit. The saga has also demonstrated that you can't digitize integrity with a silver bullet computer programme that itself becomes an opportunity to rip off the public.
Waiguru has insisted that she blew the whistle on corruption at NYS, while Hassan and Oswago have denied allegations against them.
Raila's revelation, followed his announcement on a local TV station last week, that he had the names of officials omitted from the EACC list, and "more evidence" on corruption at the NYS.
"Corruption in the country is meant to protect key individuals within the higher echelons of the Jubilee Administration," he said in a statement.
In June, he said the NYS scandal should not be covered up but investigations carried out and findings made public.
He said there are two sets of law governing the war on corruption; one granting presidential protection to some suspects while the others were prosecuted.
Uhuru tabled the list of 175 officials mentioned in the EACC corruption list on March 26.
He gave the EACC 60 days to conduct investigations but later extended the period upon CEO Halakhe Waqo's request.
Five implicated Cabinet Secretaries have stepped pending the completion of investigations corruption allegations against them.
They are Charity Ngilu (Lands), Kazungu Kambi (Labour), Davis Chirchir (Energy), Michael Kamau (Transport) and Felix Koskei (Agriculture).
