Why Seek National Elective Positions Based On Tribe/Religion?

I'm reading news that a group called "DP Buganda" is fronting a candidate for the presidential elections 2016.
Is the Democratic Party officially an ethnicly divided party?
If yes, then they are limiting their party in national politics.
Many Ugandans including myself sympathize with the Kampala Mayor in the hardships he has faced since he was elected. I wish he could see the full spectrum of voters and sad faced supporters who watched him being humiliated. I discuss his plight with friends and we mostly agree he is being witch-hunted.
So if his bid for the presidency is relying on a tribe-based splinter group, that now saddens us.
Is that his clout for presidency?
Why can't he get the proper DP party leadership instead?
I've been monitoring a worrying trend this year with politics increasingly going tribal. Recordings with sectarian speeches about western Uganda ethnic groups. Another recently with the Speaker of Parliament.
These leaders should first asked themselves what will the other Ugandans think of us?
Personally, even as I aspire for a parliamentary seat in my ancestral home area, it is all Ugandans there that I represent regardless of tribe, origin or religion.
Otherwise one should seek a cultural leader position.
