{UAH} Cost of Developing Each of the 11 Municipal Councils

What could be a reasonable budget for investing and developing each of the 11 municipalities if desing and modelling work fall under government ministries? People just sit in ministries due to lack of work!

Let us have a uniform system design to utilise economies of scale and low cost of implementation.

Things like physical planning, surveying, architectural plans and designs, sports facilities modeling, commerical buildings design, building markets, planning industrial parks, roads and building them etc. should be done and supervised by respective line ministries- put people to work!

Government should set up a committe of ; Economists, Physical Planners, Staticians, Ecologist/Biologist, Business Investors /stakeholders, Estate Developers and come up with realistic budgets for each of these municipal planning and development.

There is no need for debate this is all that 50 wasted years we have been trying to do - develop.

Help Construction engineers Economists put reasonable shilling value It would be better to understand if Uganda can or can't plan, design and build towns. The budgets should include return value per shilling invested in the; 1st year, 3rd year, 5th year and 10th year of project URA can do the calculations.

Each ministry should look at its development sector and should be involved in the budgeting  together with other government agencies; such as NEMA, NWSC, NHCC, UNRA, URC, UCC, MoICT, EDUCATION, MOH, MLHUD, ENVIRONMENT, TOURISM,  UFA, UDB, TRADE , Min Planning , Works and Transport, and AGRICULTURE etc.

Let us pour all the money we can get into the existing 11 municipalities and build them following infrastructure, utilities and amenities needs:

a.       Drainage and Storm water systems

b.      Organised human settlements  (estates UPDF /NSSF) all people must live in health environments (Malaria, jiggers etc)

c.       Road networks in the municipalities must be well designed and developed

d.      Commercial and industrial locations so that people stop conducting business on road sides

e.      Water and Sewerage works should be started on immediately.

f.        Let all Community Public schools and health care facilities with > 1000 clients be renovated

g.       Public Transport Infrastructure between and connecting all these municipalities let us invest in modern tram system

h.      Create small hydro dams in each of these municipalities to make each municipality power independent as a security measure

i.         Silo and Cold storage facilities

j.        Markets are being repaired but they need fresh food stuff storage and water facilities to clean the produce (disallow unwashed food stuffs from markets)

k.       Build all the sports /games facilities – each municipality has a play ground which should be elevated to all open games facility

l.         Parks and Recreation grounds – all municipalities must have > 20 acres of natural forest Cities 40 acres

m.   Internet, telephony, cableTv, digital radio infrastructure connecting all the 11 municipalities Etc.

n.  Post office facilities

o.  Public Apprenticeship and Primary schools

f.   Health Care Facilities - phase out some and concetrate

-- why is it that Ugandans have no jobs and do not feel happy in their country - it is simply that the above are lacking!
