{UAH} I will quit if defeated says Museveni - 2006
Mbarara - President Yoweri Museveni has said he is ready to hand over power if he loses the February 23 presidential poll.
"I will give out the keys officially when elections are well conducted and I lose. I will even support the winner," Museveni said while appearing on a talk show on the Mbarara based Radio West on January 4.
Museveni was allaying fears raised by the moderator Sulaiman Matojo that he may not gracefully quit if he lost. This is the second time Mr Museveni is promising to hand over power in the run-up to the poll. A month ago he even said he would shake hands with the eventual winner.
This sharply contrasts with the position Museveni maintained over the 2001 presidential elections when, on February 12 2001, he was quoted by the EastAfrican newspaper saying; "I'm not ready to hand over power to people or groups of people who have no ability to manage a nation ....Why should I sentence Ugandans to suicide by handing over power to people we fought and defeated? It's dangerous despite the fact that the constitution allows them to run against me.... At times the constitution may not be the best tool to direct us politically for it allows wrong and doubtful people to contest for power."
That year, Museveni was also publicly advised by Libyan leader Muamar Gaddaffi that revolutionaries don't hand over power.
Museveni has four challengers, FDC's Kizza Besigye, DP's Ssebaana Kizito, UPC's Miria Obote and independent candidate Abed Bwanika. Museveni predicted that any other candidate besides himself who wins would fail to run the country.
"We shall support whoever wins but we know he or she will fail because all (the other four candidates) have no experience in managing the society and its tribal attitudes," said Museveni.
He added, "If government goes in the hands of people without experience that is when there will be trouble".
Gen Katumba Wamala, the commander of the Land Forces, also assured Ugandans that the army won't cause any problems in case the incumbent loses.
