Here is evidence that Uganda is run on a whim. Populist policies that are not anchored by scientific foundation won't succeed.

Under the strangely named Operation Wealth Creation, Museveni started donating high-maintenance livestock to target beneficiaries around the country. The goal was to help the recipients to become self-reliant  by becoming diary farmers.

Trouble is, however, this breed of animals survives and thrives under specific environment: moderate climate, tons of food, veterinarian attention, and sheltered kraals. They are fragile and susceptible to  heat exhaustion, hypothermia and even mosquito attacks.

Why, then, did the government find it feasible to send these delicate animals all over the country, without any consideration about how they will survive?

The blame should be on the government, not the farmers.
