Unra probe: 3 bricklayers not 'brothers'
The three bricklayers who were compesated with Shs 4bn by Unra for 'their' 46 acres of land in Kajjansi Forest Reserve are not 'brothers' as the trio earlier claimed.
DNA tests carried out on Ssempagala Richard, Kamoga Mohammed and Mugumya Hussein reveal that the trio are "from different paternal origins and hence not blood brothers but rather cousins.
In an August 21 letter to the Commission of Inquiry, the Principal Government Analyst Onen Geoffrey said the three are from different paternal origins saying:
"Tests using DNA technology carried out on the DNA extracted from the specimens from Sempagala, Kamoga and Mugumya using Oligonucleoride primers specific for the Y chromosome short landem repeats (Y-STR) loci DYS456, DYS3891-I, DYS390, DYS389-II, DYS458, DYS19, DYS385, DYS393, DYS391, DYS439, DYS635, DYS392, GATA H4, DYS437, DYS438 and DYS448.
"In a Y-STR DNA test, specific locations on the Y chromosome are examined to generate a Y-STR profile for each male testes. Males who are related through their fathers will tend to have the same or similar Y-STR profiles and males who are not related will likely have different Y-STR profiles.", Onen's letter partly reads.
Adding: "Ssempagala Richard, Kamoga Mohammed and Mugumya Hussein are excluded as paternal relatives to each other."
Shs 4bn was released from Unra and paid to the 'brothers' through a Diamond Trust Bank account, Mugumya received Shs 850m, while Kamoga and Ssempangana got Shs 1bn each leaving Shs 1.15bn unaccounted for. All the Shs 4bn paid for land during the construction of Kampala-Entebbe Express Highway was withdrawn with just 4 days after deposit.
There is suspicion that the money may have been paid as kickbacks to either Ministry of Lands or Unra officials.Mugumya earlier told the commission that they only presented the will of their dead father and were handed a land tittle by the Land Registration department.
Andrew Kasirye the Commission's lead counsel said it was interesting how the three managed to get a land tittle without any documentation from the Administrator General confirming the death of the alleged owner of the land and administration of his estates.
