{UAH} EMPTY INDEPENDENCE GESTURE!
The recent posturing and grandiose talk by Mu7 in Gulu town must not be taken seriously. The transformation of the Greater north must be led and carried out by the inhabitants of the region. It's they who know what is good for them and not a leader who has run out of ideas, promises and usefulness. The north is strategically placed and embraces three national borders, which are all potential markets. This transformation cannot be achieved under the current regime. The way to achieve this is through federalism; a system that will allow the Greater north to achieve its vast potential and transform the region from a hub of poverty to an oasis of wealth and order. This is possible within a very short time but the mechanism to achieve is through regional governance in form of federalism. And so by getting our priority right, the Greater north will not reach its potential.
Our first priority to greatness is to achieve federalism. This system will give voice and authority to the people of Greater north in order to determine, decide and implement what is beneficial to the people and region of Greater north. With the current arrangement this is not possible. It still remains for the president to articulate what is good for the Greater north. The very reason he was able to stand in the heart of the region and make yet again, more promises and grandiose gesture. The greater north does not need that.
Our second priority is determine authority and responsibilities. This is the division and limits to power held within the region and the country at large. This must be spell out clearly, understood and observed. Uganda since independence has never stood still because this second priority was not got right. Amassing and abuse of power has been the major cause of the country's ailment and to this day, the raw wound still hemorrhage fresh blood because power and authority was never understood or properly distributed . Even with federalism in place, without getting the second priority right, the big dream will simply turn into nightmare.
Our third priority will be to empower the people of Greater north to take responsibility of themselves and immediate surround. The people should be able to take the responsibility of self development, as an important aspect of the federal agenda. Development should begin from self and farther out. This should include but not least to education, awareness, responsibilities and ownership. This way, people will communally be responsible for all their surrounding and beyond in order to have pride and take ownership.
These are the first step towards building a Greater State within a short time and it's one those who want to see their region and the country transformed should embrace not grand posturing by an individual whose time has run out but standing on the way of an idea whose time has come. Ugandans in general must bury the dying and prepare to nurture the birth of anew. The people from the Greater north must join the rest of Ugandans to do the same. Standing in expectation that a regime of thirty years can still develop the region under the current system of governance is lazy, delusional and irresponsible.
