{UAH} Ocen, Gook//Four women fined for shouting in Kampala

Folks;

I, too, support noise abatement ordinances, but these women were standing outside their premises, and merely drawing by-passers' attention to their services. Were they drunk and disorderly, or were they advertising immoral / illegal services, I would have no qualm about their prosecution.

In California, we encounter human-advertisement all the time: a deli owner announcing a two-for-one deals, a liquor shop owner promoting a discount on a 24-pack, and such deals. 

And the prosecutor wanted the women jailed! What would be recommend for a shoplifter? Firing squad?
