{UAH} RIGGING IN KYADDONDO SOUTH WAS WORSE THAN 1980
Brothers and sisters, the rigging I eye witnessed in Kyaddondo County
South Constituency / Makindye Ssaabagabo Municipality, may have
happened last in controversial 1980 general elections where DP was
robbed of victory in favuor of UPC and which triggered off a five year
bush war.
According to provisional results as announced by the Registrar Charles
Settebere, Frank Kyazze got over 6,000 votes, and l was also allocated
over 1,000 votes, and my colleague Paul Ssekiziyivu, 400 votes.
The total register of NRM in the constituency, is around 6,000. So
Kyazze got all the votes and l don't know where l and Ssekiziyivu got
ours.
There was a low turn up due to numerous postponements since Monday,
which, in some cases, were deliberate, to demoralize voters and to
give room for rigging as it was the case. However, results show
hundreds and hundreds and at times thousands of votes for Kyazze in
different polling stations.
In the actual register like Para, registered NRM members are around
40. But Kyazze had over 80 votes from there.
Ballot papers and boxes were distributed during rain fall, to
individuals, many Kyaze'e supporters, who also took them to their own
houses and did every thing they wanted and there after took them to
polling stations after pre voting.
This happened in Bunnamwaya, Namasuba, Zana, Seguku and some parts of Ndejje.
Yesterday l told you how l visited Gangu B polling station, where the
paper bag had been tempered with and it was short of 157 ballot
papers. My agents opposed kicking of the exercise and l supported
them. Later the Registrar brought the missing ballot papers without
explaining the fate of the 157 missing. He said that it was a general
fault through out the constituency. All ballot books had been tempered
with and this was admitted by NRM EC officials in the constituency
before cameras.
In the actual fact, most of the paper bags had less ballot papers that
those marked for them. No body could tell us where the rest was.
At Gangu C, l eye-witnessed multiple voting where there was no ink to
mark those that had already voted. l and my agents protested it and
voting was stopped for a while until the Registrar him self brought
the ink.
At Busabala, voters were bribed in line and told whom to vote for.
This was in three polling stations.
At Kikajjo, the register was short half of the voters so was at
Ndikuttamadda and this was solved by the registrar late in the
afternoon after numerous cries from our side.
While the Registrar had directed that voting would stop at 5.00 pm, in
some polling stations , it stopped at 4.00 pm.
l forced the Registrar Settebere to go to Zana where rigging was naked
as eye witnessed by agents and even onlookers. He was reluctant to go
there because he was aware of what was going on.
The exercise was characterized by a poor turn out due to numerous
postponements, the last being from Monday to Tuesday, then Wednesday,
and then Thursday and there was fear that it could be postponed to
Friday.
The Registrar, Charles Settebe was too biased and he was in
collaboration with some local NRM leaders, some also are candidates
for various positions.
The lesson to learn is that unless we have free and fair party
primaries in Kyadodndo South, NRM will never win the parliamentary
seat, which it started loosing as early as 2001.
This is not new in the constituency. Even in 2006 and 2011, Kyazze
used to win NRM party primaries and failed general elections.
l have some options, one of them, is to stand as an independent.
