Minister Banyenzaki loses NRM elections, vows to run as independent

KABALE--The State Minister for Economic Monitoring Mr Henry Banyenzaki has said he will contest as Independent candidate in the 2016 elections after he lost in the NRM party primaries for Rubanda West Constituency Kabale district held on Monday.
According to Mr Banyenzaki who has been the incumbent since 2001, the electoral process of the party primaries was a total sham marred by massive rigging.
"It's NRM party that has lost and not me; Henry Banyenzaki. NRM is on trial in Kigezi sub region because of its work methods," he said adding that, "I hereby declare that I will contest for the 2016 general elections as an independent candidate and I am sure I will retain my parliamentary seat. The NRM party primary elections in my constituency were rigged and for that matter I hereby also appoint myself as the chairman of all the NRM party candidates that lost primary elections in Kabale district and are targeting to run as independents."
Voting for the NRM party primaries in Rubanda West Constituency was postponed to November 16 after the voting materials for over 40-villages were not delivered.
On Tuesday morning, the Kabale district NRM party registrar Mr Moris Keitaba declared Eng Denis Sabiiti as the overall winner and NRM flag Bearer for Rubanda West Constituency in the 2016 election after he garnered 13,798 votes, followed by Mr Banyenzaki who got 11,874 votes, Mr Moses Kamuntu with 5,363 votes, Mathius R. Muhereza with 2,264, Abel Muhumuza 494, Dustun Kagoma 436 votes and Africano Byarugaba with 334 votes.
However Mr Banyenzaki risks being expelled from the NRM party if he goes ahead to contest as independent.
The party secretary general, Ms Justine Kasule Lumumba last month warned members who lost in the party primaries against standing as independent candidates.
Addressing the press at the party headquarters along Kyadondo road in Kampala, Ms Lumumba said that those intending to run as independents are according to the party constitution calling for expulsion.
"For us as NRM we have a code of conduct in the constitution, there are things you can do and they can caution, reprimand, advice or suspend you, but issues of contesting as independent, the moment you do so, you cease being a member of NRM," Ms Lumumba said without quoting a specific article in the constitution.
Mr Sabiiti 62, is a retired commissioner transport regulations, ministry of works and transport. Until May this year when he resigned, Mr Sabiiti has been the chairman contracts committee in the same ministry on contract basis.
