Subject header implies two new leaders only to be welcome by the queen at a CHOGM for the first time this time.
Wrong.
She will welcome three new leaders. Not two.
Unless your "Uganda scholar residing in Ottawa the capital of Canada" is from the school of "kwarakwara" research as you have been known to come from, a well-thought-out scholarly and informative article worthy publishing would have acknowledged there will in fact be three new leaders representing three governments during next CHOGM. All will be welcome by the woman for the very first time at a CHOGM meeting.
Your kwarakwara research should help you decipher the third. I am not going to waste my time spoon-feeding pseudo scholars and pseudo intellectuals.
