{UAH} Making Sense of KCCA's letter to Mbabazi

In a letter dated Nov 2, 2015, (purporting to respond to Mbabazi's letter dated NOVEMBER 28, 2015?!?!), KCCA allowed Mbabazi to "carry out the procession and publicity drives in any part of Kampala, except the Central Business District". 
 The letter goes on to inform Mbabazu that he is not allowed to distribute fliers, brochures or posters. In addition, the letter says that Mbabazi's supporters should not park on pavements.  Lastly, Mbabazi is informed that his activities should not interfere with pedestrian walkways and traffic movements!
In other words, KCCA did not allow Mbabazi to publicize his campaign:
1. what are the parameters of the Central Business District?  What are the boundaries of the Central Business District? Does it include Mini Price, New Park, old park and Kikuubo? All these places are very close to Nakivubo!
2. if someone (dressed in Go Forward's t-shirt) that works in the Central Business District plans to first go to work before he goes to the rally in Nakivubo, would that be a violation of the KCCA terms?
3. Since Mbabazi is not allowed to distribute any printed material promoting his campaign (fliers, brochures, posters) the people at his rally are supposed to memorize his manifesto?
4. Since Mbabazi is not allowed to print anything publicizing his campaign, are home-made materials allowed...e.g if supporters make their own materials, would that violate the terms of the letter? 
5. how will cars fit in the parking lot at Nakivubo?  Last time I passed by Nakibuvo, the parking had been turned into some kind of market. Where will the cars fit?  Ugandans are known to park on pavements, how will KCCA know which cars belong to Mbabazi supporters and which ones are for other people?
6. What is the meaning of "interference with pedestrian walkways and traffic movements"?  To me, that is a vague restriction. If a family of 5 or a group of friends leave Mbabazi's events and walk back home together, that can be interpreted as interfering with walkways. People that walking in the opposite direction or would have to move around them. The same thing would happen if someone pedestrian wanted to walk faster than them...he'd have to walk around them.  Would that be interfering with the pedestrians? When that same number of people tries to cross a street, would that be interfering with traffic?  Would KCCA then close down Mbabazi's rally???
If this is what KCCA wrote to Mbabazi, I am curious to see what KCCA wrote to Besigye!
