SV: SV: {UAH} World Bank cancels $265m Uganda road project - FT.com

Akim,
Just have a nice Merry Christmas. You have your baby federalism to take care of.
You see how you exhibit shallow knowledge?! Who ever said or even thought that the investment on transport
infrastructure and many more, were financed by Uganda? You are so funny.

That is irrelevant as far as I am concerned. Fact rermains that we have some road construction going on. Equally so the rural electrification project. Those are facts.
And most importantly, they are fundamentally beneficial and welcome development infrastructures.

Now clever and innovative people like you come up with brihght ideas of how best to draw utility from them to propitiate
society development.

The World Bank shall come back. We all know it and invest even more!!!
Now would you be kind and tell us why you consider those infrastructure investment unrealistic?

Oh, before I go (( for us, X-mas eve is the real celebration day)), tell us too where the discussions for federalism in Acoli are (( the seminaries, who are conductiong them, who have been the main speakers and coordinators  and above all, which socity leadership institutions are involved so we can see the trail of societal involvement)).

SEEMS LIKE SOLO STEAM IS COOLING DOWN?
Noc'la gaumoy.

Simon;

I am surprised that you have just recently realised that Nokrach is the bell carrier for the yellow party in the icy Scandi. To him, Museveni has achieved a mean feat, for rulling for 30 years and counting. He stated here how good the roads in Uganda are and in the north, its carpet and fly over, thanks to bwana Mu7. He even blames us in Uganda for sitting back expecting the government to do everything despite reminding him that the government will arrest you if attempted to fill up the pot holes. He sent us pictures of him filling pot holes, saying anybody can do it. Imagine those Uganda who cannot even afford the day's meal volunteering to go fill up a potollo on Namasuba or downtown Gulu?

The truth has now emerged that it was not Mu7 money after all, it was the world bank building these roads, at great loss, and frustarion by a government that wants to find ways of eating.

Simon; Noc is the real nitedancer, a cyber tickler and one who fails to see reality. I hope Santa on his round the world, away from sujui Lapland, will stop nearby in Sweden and hand Nok glasses bring for a better view of the Uganda eco, poli, socio sitaution.

Let me wish you and him best of the year!!!!!!!

No Simon, not at all: He does not bother me one bit other than ciber tickling.

Once every while, it is fun ciber-jabbing. And especially, with Akim. Too bad his  subsequent postings (this past week) show sign of retreat.

Well, I know that is a good thing now that he is beginning to realise that he is not Acoli people although he still
not to understand the tiny bit about politics being an act foor all generations.Continuation dictates that the younger generations amalgamate with the rest.
There is no such thing as the younger generation doing the magic alone. There is no such structure.

You self, who is falling? For us we are always there. And when all is said and done, we are there!

And wait..., wait, did you see how he was hooked on that map of former regions of Uganda? Those were the regional administrative demarcations we
grew up in. Nothing new. And most importantly, that map does not correspond to anticipated federal borders, definitely not the one for northern Uganda.

He has a lot to work on there.

Seriously though, It'll be fun watching the composition of the next Parliament. For us who are not into party politics, the signs are, the next Parliament
is trouble bent if the one does not get a parliamentary majority.
I have been having fun during the Lucia week with the nursery kids singing "tanta-lucia-tanta lucia" . Now I continue with Christmas. Already started.

MERRY XMAS IN ADVANCE!

Nockrach!

No answer to this Akim man? Why should he tickle you as though you are NRM supervisor? I don't like people who celebrate when a colleague falls instead of helping him get up. What do you call those people that dance at night in bushes?

But think about it, I am sure that  there are so many things we do not know .... I am waiting for President Museveni's explanation that might implicate the Opposition to have sabotaged his good road works.

Jim Mwanga;

Uganda has Nokrach Laduma, he even showed us the picture, proff that Uganda can do it themselves. The world bank can take their money, afterall, Nok says that the NRM are the one doing the one building the road.

The World Bank has taken the rare step of cancelling a $265m road project in Uganda amid allegations of mismanagement by the government and sexual abuse of minors by employees working for its contractors.
The bank's internal watchdog launched an investigation in September into the project to upgrade a dirt road linking communities in the rural west into a paved one. But in a statementreleased on Monday, Jim Yong Kim, the World Bank's president, said a preliminary review had found serious failures by the bank and Ugandan government and that there was no need to wait for that probe to conclude to move ahead with cancelling funding.
"The multiple failures we've seen in this project on the part of the World Bank, the government of Uganda, and a government contractor are unacceptable," Mr Kim said.
While the bank occasionally suspends work on projects after allegations of wrongdoing are made, it is more unusual for it to cancel projects outright. As a result the move raises the possibility of wider sanctions against Uganda where the National Roads Authority has been the subject of a probe that has uncovered allegations of widespread corruption.
The bank says it has already paid out more than two-thirds of the $265m in loans pledged for the project.
The move comes at a sensitive time for the World Bank as it tries to finalise an update of new social and environmental safeguards amid a vigorous debate between shareholders such as China and the US over just what they should contain.
The Uganda project has been seized upon by activists as part of a campaign to have child rights included in the new safeguards.
In a report released in April, campaigners from Joy for Children Uganda, backed by the Washington-based Bank Information Center, documented repeated cases of contractors sexually abusing children in the area of the road project. At least nine school-age girls became pregnant.

- Jim Yong Kim
They also found an increase in the prevalence of HIV/Aids, increases in underage sex work near the project, and a rise in school absences as a result of pregnancy and trauma associated with sexual abuse by road workers.
Besides the sexual abuse allegations, the project has been the subject of wider allegations of mismanagement and poor performance. It also has been caught up in the broader probe of the Ugandan National Roads Authority.
While the World Bank on Monday sought to portray the move to cancel the project as a case of it trying to deal swiftly with allegations of misconduct, activists said this follows repeated missed warnings.
When the bank was first told about the allegations in December last year, staff on the ground in Uganda responded by convening a large community meeting and asking anyone who had been the victim of sexual abuse to raise their hands, said Elana Berger, who worked on the case for the Bank Information Center, a campaign group. When no one raised their hands in the meeting the World Bank staff used that as evidence that the allegations were false, Ms Berger said.
"That is obviously not how you handle something like that, especially when underage girls are involved," she said.
In his statement, Mr Kim said the World Bank had failed to properly supervise the project and monitor its impact on surrounding communities. The bank decided to cancel the project after both the government and contractors did not properly address concerns raised by the bank when it suspended financing in October. The bank had also launched a separate internal review of the project, asking why staff had failed to properly supervise what was happening.
