SV: {UAH} Besigye decries state of healthcare in Abim district

Hard for me to believe why now?.

Me, I go  Street. Instead of decrying this.., dilapidation this..., appalling state that....

Why don't they show us what proposition they laid in parliament to the effect?

How they struggled through the debate to no avail?

Must it only be at election campaign times, I wonder!?!
