{UAH} Can someone suggest the best 'oxymoron' to describe these dickheads aside from 'fund-a-mental-change'

Some character called Ntaganda was compensated by UNRA with 18Bn for a 2.5 Acre piece of land in Lubigi swamp. He bought the piece of land (from no one), in a prohibited area at a time he most likely knew that the proposed Expressway would take that route. He'd had never made any development on the land. NEMA had never cleared him but has instead advised him to develop another hides and skin factory he had nearly - but he went ahead - claimed 8.8 Bn for 'loss of possible profit from his dream project of a soap factory', 4 Bn for 'inconvenience', the balance being the 'claim value of the papyrus filled land'. The government valuer (a moron by the names of Magala) approved the fake claim, saying it followed 'international standards'. I wonder when these dickheads will ever say enough is enough and leave our country alone. Can someone suggest the best 'oxymoron' to describe these dickheads aside from 'fund-a-mental-change'
