North Kigezi elders were led by Kikira, who was to be Electoral
Commission Chairperson in 1980.
He was working with Obote, who was in exile in Dar Es Salaam in
Tanzania, on a remote control.
He led a council of elders who suggested that Amin should rule for
life and the Defence Council endorsed it.
Kikira was an uncle to Col. Dr. Warren Kizza Besigye, three
presidential general who is trying a 4th chance..
But the young lawyer who was the elder's legal adviser, and who
dfrafted the resolution, was no other than John Patrick Amama Mbabazi,
who later became NRM Secretary General and Prime Minister, and now
Presidential Candidate.
