{UAH} Turn YAKA Billing DOS in Modems

The YAKA Billing DOS I have discovered, with a small modfication it can be turned into a MODEM for high speed internet - to provide both WI-FI and cable internet connectivity to all homes with electricity connected to the UEDCL.

This implies that MoICT, UCC and NITA will have to work with Umeme but in this case of Umeme the government will have to nationalise it so that this internet service is protected by the comunication law.
